- 2 - <br /> WASTE DISCHARGE REQUIREMENTS <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> 7. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq.) in accordance with Section 13389 of the California Water Code. <br /> 8. Effluent limitation, and toxic and pretreatment effluent standards established <br /> pursuant to Sections 208b, 301, 302, 302, and 307 of the Federal Water Pol- <br /> lution Control Act and amendments thereto are applicable to the discharge. <br /> 9. The discharger from the City of Lodi, White Slough Water Pollution Control <br /> Plant, is presently governed by waste discharge requirements adopted by <br /> the Board on 28 April 1978 in Order No. 78-46. <br /> 10. The Board has notified the discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this discharge <br /> and has provided them with an opportunity for a public hearing and an oppor- <br /> tunity to submit their written views and recommendations. <br /> 11. ..The Board in a public meeting heard and considered all comments pertaining <br /> to the discharge. <br /> 12. This Order shall serve as a National Pollutant Discharge Elimination System <br /> permit pursuant to Section 402 of the Federal Water Pollution Control Act, or <br /> amendments thereto, and shall take effect ten days from the date of hearing <br /> provided EPA has no objections. <br /> IT IS HEREBY ORDERED, The City of Lodi, White Slough Water Pollution Control Plan, <br /> in order to meet the provisions contained in Division 7 of the California Water <br /> Code and regulations adopted thereunder and the provisions of the Federal Water <br /> Pollution Control Act and regulations and guidelines adopted thereunder, shall <br /> comply with the following: <br /> A. Effluent Limitations, discharge of domestic wastes to surface waters: <br /> 1. The discharge of an effluent in excess of the following limits is <br /> prohibited from 1 July through 31 October: <br /> 30-day 7-day 30-day Daily <br /> Constituent Units Average Average Median Maximum <br /> B.O.D.
