MONITORING AND REPORTING PROGRAM NO. 5-00- • 3
CITY OF LODI
WHITE SLOUGH WATER POLLUTION CONTROL FACILITY
SAN JOAQUIN COUNTY
1 Turbidity sampling requirement will become effective with completion of additional disinfection facility
1 May 2004.
2 The samples shall be flow proportional composite samples.
3 Samples shall be collected daily whether discharges are to Dredger Cut or to land reclamation.
4 The acute bioassays samples shall be analyzed using EPA/600/4-90/027F,Fourth Edition,or later
amendment with Board staff approval. Temperature and pH shall be recorded at the time of bioassay
sample collection. Test species shall be fathead minnows(Pimephales promelas),with no pH adjustment
unless approved by the Executive Officer.
5 Concurrent with Ammonia Sampling.
6 Requires use of"clean technique"(EPA Method 163 1) for sampling,handling and analysis.
7 Discharger must submit report outlining sample collection,EPA test methods and detection limits within
60 days of permit adoption for approval. Report all peaks identified by the EPA test methods.
8 Standard Minerals include calcium,magnesium,hardness,sodium,potassium,alkalinity,sulfate,
chloride,boron,and nitrate.
If the discharge is intermittent rather than continuous, then on the first day of each such
intermittent discharge, the Discharger shall monitor and record data for all of the constituents
listed above with the exception of metals and priority pollutants, after which the frequencies of
analysis given in the schedule shall apply for the duration of each such intermittent discharge. In
no event shall the Discharger be required to monitor and record data more often than twice the
frequencies listed in the schedule.
EFFLUENT MONITORING OF INDUSTRIAL/DOMESTIC RECLAMATION WATER
Monitoring shall commence during the irrigation season. Effluent samples shall be collected
downstream from the last connection through with reclaimed water and sludge can be admitted
into the field distribution system. Effluent samples shall be representative of the volume and
nature of the discharge. Time of collection of grab samples shall be recorded. The field(s) being
irrigated and amount of flow shall be identified.
Sampling
Constituent Units Type of Sample Frequency
Flow mgd& gal/acre/day Continuous Daily
pH pH Units Grab Weekly
Total Dissolved Solids mg/l Grab Monthly
Total Nitrogen mg/l & lbs/acre/day Grab Monthly
Ammonia Nitrogen mg N/1 Grab Monthly
Nitrate Nitrogen mg/l Grab Monthly
Priority Pollutants) µg/1 Grab Quarterly
2
1 Discharger must submit report outlining sample collection,EPA test methods and detection limits
within 60 days of permit adoption for approval.
