CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INySPECTION REPORT`;: <br /> 20 August 2003 <br /> DISCHARGER: City of Lodi <br /> LOCATION & COUNTY: White Slough—Water Pollution Control Facility, <br /> San Joaquin County <br /> CONTACT(S): Fran Forkas, Frank Beeler, and Del Kerlin <br /> INSPECTION DATE: 20 June 2003 <br /> INSPECTED BY: George Lockwood and Arnntonette Ambrose <br /> ACCOMPANIED BY: Del Kerlin <br /> OBSERVATIONS AND COMMENTS: <br /> Pre Inspection and Arrival: Prior arrangements were made with Del Kerlin to inspect the City of Lodi - <br /> Water Pollution Control Facility(WPCF) on 20 June 2003, at 0800. The WPCF is regulated by Waste <br /> Discharge Requirements (WDRs) Order No. 5 00-031,NPDES No. CA0079243. Prior to the inspection, <br /> the January,February, and April Discharger self-Monitoring Reports were reviewed. <br /> The inspection team arrived on location at 08:00 am and immediately noticed domestic wastewater odor <br /> while in the parking lot in front of the administration building. Skies were clear and the weather was <br /> warm and suruzy with a slight breeze. Del Kerlin met with the team and he provided a short overview of <br /> the facility in the front office using an aerial photograph of the facility. <br /> Upon completion of the overview the inspection team exited the admin. bldg. directly into the immediate <br /> vicinity of the head works and primaries. Intense odors were observed by the inspection team. One team <br /> member was seriously stressed to the point of experiencing a nauseous reaction. Mr. Kerlin observed the <br /> inspection team member's reaction and when asked about the odors, Mr. Kerlin indicated that the odors <br /> were not of unusual concentration and were normal everyday operating odor compounds for the <br /> wastewater treatment facility. <br /> The inspection team proceeded with the facility review from head works, sludge digesters,primaries, <br /> activated sludge reactors, secondary clarifiers, chlorine contact chamber, holding pond, Dredger Cut <br /> discharge point, to land disposal fields. <br /> Treatment Facility: The facility receives two separate sewer line influent flows, one is domestic and the <br /> other is industrial. The domestic treatment train is influent to head works with mechanical bar screens, <br /> then into primaries, then to activated sludge reactors and to secondary clarifiers, and then to the chlorine <br /> contact chamber for disinfection and finally dechlorination prior to surface water discharge to Dredger <br /> Cut. During the summer, surface water discharge to Dredger Cut is stopped and the domestic wastewater <br />
