Each person signing a report required by this Order or other information requested by the Board shall make the following certification: `I certify underpenalty of law that this document and all attachments wereprepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations." The Discharger shall mail a copy of each monitoring report and any other reports required by this Order to: California Regional Water Quality Control Board Central Valley Region 3443 Routier Road, Suite A Sacramento, CA 95827-3098 In addition, dischargers designated as a"major"discharger shall transmit a copy of all monitoring reports to EPA (see address in Provision G.10)." Sewage spills from the collection system are a discharge of untreated wastewater and do not comply with Prohibition A.1: "A.l. Discharge of wastewater at a location or manner different that described in the findings is prohibited." Finding No. 2 describes Dredger Cut as the point of discharge with specific point latitude and longitude and also describes the discharge quality. Since an SSO does not meet the effluent quality or the point of discharge, Prohibition A.1. has not been complied with and therefore General Reporting Requirements A.17, B.1, and D.6 apply.
