4 <br /> Frank Beeler - 3 - 16 July 2003 <br /> City of Lodi Public Works Department <br /> San Joaquin County <br /> Pursuant to California Water Code Section (CWC) 13271 and California Code of Regulations, Title 23, <br /> Division 3, Chapter 9.2, Section 2250, sewage spills of 1,000 gallons or more discharged in or on any <br /> waters of the state require reporting to Office of Emergency Services (OES). Per CWC §13271(g) <br /> reporting to OES on SSOs to waters of the state satisfies only the immediate notification requirement for <br /> any permitting agency. <br /> Order No. 5-00-031 and the Standard Provisions require any wastewater discharge not described in the <br /> Findings shall be reported. Neither makes reference to a minimum discharge volume that can be <br /> excluded from being reported. <br /> Therefore immediate reporting of an SSO of 1,000 gallons or greater shall be to OES and spills less than <br /> 1,000 gallons require immediate telephone notification to the Regional Board. And all SSOs require <br /> written notification to the Regional Board within 5 days. The Regional Board has the discretion to <br /> waive the written notice.
