REGIONAL WATER BOARD RE&NSE (SWRCB/OCC FILE A-1886) • -2- <br /> PETITION FOR REVIEW OF WASTE DISCHARGE REQUIREMENTS <br /> ORDER NO. R5-2007-0113 (NPDES NO. CA0079243) <br /> CITY OF LODI, WHITE SLOUGH WATER POLLUTION CONTROL FACILITY <br /> municipal wastewater is treated to at least secondary level and stored in the Facility's 40-acres <br /> of unlined storage ponds (Storage Ponds) for irrigation on the agricultural fields. <br /> The Facility's treatment process consists of comminutors, mechanical grit removal, primary <br /> sedimentation, conventional activated sludge, secondary sedimentation, tertiary treatment <br /> through cloth media filtration to 10 microns, and ultraviolet pathogen deactivation. Biosolids <br /> are anaerobically digested, and then directed to a concrete-lined sludge stabilization lagoon. <br /> Currently, some of the sludge fluids, specifically supernatant from the lagoon and subnatant <br /> from Dissolved Air Flotation Unit, are directed to the Storage Ponds; however, the Discharger <br /> is currently constructing a system to redirect these flows back to the Facility's treatment <br /> system. The Discharger is also installing new diffusers in two aeration basins, flow <br /> modifications to its aeration basins, and adding two new aeration basins, all of which to <br /> achieve improved nitrification and denitrification. These Facility improvements are scheduled <br /> to be fully implemented in 2009. <br /> The industrial wastewater collection system accepts primarily food processing wastewater <br /> from Pacific Coast Producers, a large fruit canning facility, which comprises approximately <br /> 90% of the industrial waste flow during the summer months. The remaining industries that <br /> discharge to the industrial line include Holz Rubber Company, Thule Towing Systems <br /> (formerly Valley Industries), M&R Packing, Lodi Iron Works, Chevron, and Van Ruiten Winery. <br /> The industrial collection system influent does not receive treatment at the Facility, and during <br /> the non-growing season is stored in the Storage Ponds. During the growing season, typically <br /> May through September, the influent is used to irrigate the Discharger's agricultural land, and <br /> at times, may be mixed inline with biosolids, treated municipal wastewater, or the Storage <br /> Pond's waters. <br /> WDR Order No. R5-2007-0113 (NPDES No. CA 0079243), for the City of Lodi White Slough <br /> Water Pollution Control Facility contains NPDES discharge requirements for the effluent <br /> discharges to the surface water, and waste discharge requirements for the wastewater and <br /> biosolids applied to the agricultural land. <br /> REGIONAL WATER BOARD PERMITTING ACTIVITIES <br /> The Regional Water Board circulated an Administrative Draft Order to the Petitioner and the <br /> Discharger on 24 April 2007, and written comments were due on 15 May 2007. The Regional <br /> Water Board also circulated the Tentative Draft Order on 13 July 2007, to the Petitioner and <br /> the Discharger, and to all interested persons. Written comments were due on 17 August <br /> 2007. A Public Hearing was held on 14 September 2007, and notification to the public was <br /> provided through publication of a notice of public hearing in the Lodi News Sentinel on 18 July <br /> 2007, and by posting the notice at the Facility and the nearest Post Office. The tentative <br /> permit and notice of public hearing were additionally posted on the Regional Water Board's <br /> internet website during the public comment period and for a ten day period prior to the <br /> Regional Water Board meeting. The Petitioner submitted written comments on 17 August <br /> 2007, and the Regional Water Board provided a response to those comments on <br /> 27 August 2007. <br />
