CA0079243), CITY OF LODI, WHITE <br /> SLOUGH WATER POLLUTION CONTROL FACILITY, SAN JOAQUIN <br /> COUNTY <br /> (SWRCB/OCC FILE A-1886): REGIONAL WATER BOARD RESPONSE <br /> INTRODUCTION <br /> The State Water Resources Control Board (State Water Board) has determined that the <br /> petition, dated 14 October 2007, filed by California Sportfishing Pi otection Alliance (hereafter <br /> Petitioner), to review Waste Discharge Requirements (WDR), Order No. R5-2007-0113 <br /> (NPDES No. CA 0079243), for the City of Lodi White Slough Water Pollution Control Facility, <br /> is complete. The State Water Board has requested that the Regional Water Quality Control <br /> Board, Central Valley Region (Regional Water Board) provide the record for decision, as well <br /> as respond to the petition. The record of the Regional Water Board's decision was delivered <br /> to the State Water Board on December 10, 2007. By this memorandum, I am providing the <br /> Regional Water Board's response to the petition. <br /> BACKGROUND <br /> The City of Lodi (Discharger) owns and operates the White Slough Water Pollution Control <br /> Facility (Facility), and two separate wastewater collection systems, one to collect municipal <br /> wastewater and another to collect industrial wastewater. The Facility is currently located on <br /> 1034-acres of city-owned property, which includes 790 acres of agricultural land used to grow <br /> fodder and feed crops. <br /> The municipal wastewater collection system services a present population of approximately <br /> 63,000, as well as, businesses, and some industries within the City of Lodi; and delivers its <br /> wastewater to the Facility for treatment and disposal. The Facility's design daily average flow <br /> capacity is 8.5 mgd, and the maximum daily flow rate was 8.0 mgd. The Facility provides <br /> tertiary level treatment of the municipal wastewater that is discharged to Dredger Cut during <br /> September through May (non-growing season); during the remainder of the year, the <br /> California Environmental Protection Agency <br /> �a� Reeivcled Paper <br />
