Background Information <br /> On August 15, 1990 NCPA announced plans to construct a 49-mega <br /> watt (MW) steam injected turbine project that would use <br /> reclaimed water from . the WSWPCF for power augmentation, <br /> pollution control, and other process uses. The discharge from <br /> the NCPA water treatment processes and generating facilities <br /> would be concentrated and returned to the WSWPCF for disposal <br /> in evaporation ponds dedicated to the NCPA facility. In <br /> response to comments by the County of San Joaquin concerning <br /> the disposal of potentially hazardous residues from the <br /> evaporation ponds and because of space limitations at the <br /> site, NCPA added a small cooling tower to the design, <br /> increasing the discharge to approximately 183 gpm. <br /> In May and June of 1993 NCPA drilled and tested the 4 , 650-ft <br /> STIG #1 well, encountering an aquifer with 14, 000 mg/1 total <br /> dissolved solids (TDS) . Pump tests were conducted at rates up <br /> to 210 gpm, and in October of 1993 NCPA filed an application <br /> with the Environmental Protection Agency (EPA) for the <br /> operation of the STIG #1 well as a Class I injection facility. <br /> During this period NCPA also asked the WSWPCF to accept <br /> wastewater from NCPA as a backup alternative to the injection <br /> well. <br /> Northern California Power Agency has submitted all the <br /> required information and data necessary for a permit issuance <br /> in accordance with 40 CFR Parts 144, 146, and 147. The EPA <br /> has decided to approve this permit, pending public review and <br /> comment, and is now issuing a proposed permit. <br /> The subject for this Statement of Basis is NCPA's STIG well #1 <br /> and its permit number is CA194000002 . The permit will be <br /> issued for a period of 10 years unless the permit is <br /> terminated for reasonable cause (40 CFR 144 . 39, 144.40, and <br /> 144.41) . The permit will be reviewed every five years. <br /> This Statement of Basis provides the derivation and <br /> justification of the site specific permit conditions on the <br /> basis of the direct implementation regulations promulgated for <br /> the UIC program provisions of the Safe Drinking Water Act. <br /> SITE SPECIFIC CONDITIONS <br /> Section A - Hydrogeology of Injection and Confining Zones <br /> Infection Formation: <br /> Injection shall be limited to the lower Domengine Formation <br /> approximately between 4234 and 4507 feet below the ground <br /> surface. <br /> 2 <br />
