They are proceeding to construct their school, with <br /> provisions to maintain a cover of the native soils to prevent <br /> children from direct contact with the heavy metal and pesticide <br /> residues. <br /> Beck is proposing a single family residential development for <br /> the remainder of the site. Unfortunately, a soil cover is not <br /> very practical for a large number of independently owned back <br /> yards. Before the Department can decide whether single family <br /> housing should be prohibited because of a potential health risk, <br /> we have asked that a risk assessment be prepared to more clearly <br /> define the actual effects of these contaminated soils on <br /> children and other sensitive people such as pregnant women. The <br /> need for this risk assessment was first identified by the <br /> Department in our letter of April 25, 1989 . <br /> We do not agree with many of the interpretations in Mr. Sperry' s <br /> letter to David Nunenkamp, which you transmitted to us for <br /> comment. We have enclosed a recent letter from Mr. Sperry and <br /> one from the Department which details our request for further <br /> technical evaluation.
