As you requested, we have enclosed a chronology <br /> which lists the most important actions regarding this site. <br /> I would like to briefly explain the Department of Health <br /> Services ' (Department) , Toxic Substances Control Program' s S) <br /> (TSCP) role at this site. The Department would not normally get <br /> involved in this site since it is not listed on our Bond <br /> Expenditure Plan (State Superfund List) . We were asked by the <br /> City of Tracy, San Joaguin County and Beck to get involved after <br /> a neighboring residential development found black sludge in <br /> holes dug for swimming pools and trees. As part of our limited <br /> consultation program, we have entered into a contract with Beck <br /> to provide comments on the health risks at the site. <br /> Specifically, this contract states: <br /> "When the Department deems that adequate information has <br /> been presented by Beck or its consultant concerning the <br /> Site, the Department shall, within sixty (60) days, provide <br /> Beck, the City of Tracy, the Tracy Unified School District <br /> and the San Joaquin Local Health District with an <br /> evaluation as to whether the site poses any significant or <br /> potential hazard to human health or the environment. " <br /> As the chronology indicates, the Department provided the <br /> guidance necessary to investigate any hazards at this site. <br /> Beck did most of the investigative work requested and found <br /> elevated levels of heavy metals and pesticides. Since the site <br /> is proposed for residential development and construction of a <br /> school, we believe there is a potential risk to children and <br /> sensitive adults being exposed to these contaminants . <br />
