• BECK DEVELOPMENT CHRONOLOq <br /> 08/07/87 The Department met with representatives of Beck. <br /> The Department stated it can provide review and <br /> oversight services if Beck will fund the <br /> Department's costs through an agreement. <br /> 01/28/88 The Department met with Beck to discuss the <br /> Department' s draft contract. Beck indicated that <br /> they did not want to enter into this agreement. <br /> 02/29/88 The Department met with Beck, the Tracy School <br /> District, and the City of Tracy officials in <br /> Assemblyman Patrick Johnston ' s office. It was <br /> agreed that Beck and the Department would enter <br /> into agreement for the Department to provide <br /> oversight and comments on risks presented by the <br /> site. <br /> 03/28/88 The Department provided guidance on work necessary <br /> to investigate the site. <br /> 06/24/88 A contract between Beck and the Department was <br /> signed which included up to $39 ,700 of oversight <br /> costs for the Department. <br /> 09/28/88 The Department notified Beck by letter that the <br /> Department does not need to make a "hazardous <br /> waste property determination" , but rather will <br /> define whether there is a risk from the site in <br /> accordance with the contract. <br /> 10/03/88 The Department provided comments and gave <br /> conditional approv�l of the site characterization <br /> workplan. <br /> 01/25/89 The Department received a report of site <br /> characterization. <br /> 04/25/89 The Department commented on the site <br /> characterization report. The Department' s <br /> concerns are that surface contamination levels are <br /> elevated (pesticides and metals) , more groundwater <br /> data is necessary (including construction and <br /> sampling of a deep monitoring well) , and that a <br /> quantitative health risk assessment (RA) <br /> addressing all potential pathways should be <br /> performed. As an alternative to doing the RA, the <br /> Department allowed consideration of mitigation <br /> measures to limit public exposure to contaminated <br /> soils. <br />
