• BECK DEVELOPMENT CHRONOLOq 08/07/87 The Department met with representatives of Beck. The Department stated it can provide review and oversight services if Beck will fund the Department's costs through an agreement. 01/28/88 The Department met with Beck to discuss the Department' s draft contract. Beck indicated that they did not want to enter into this agreement. 02/29/88 The Department met with Beck, the Tracy School District, and the City of Tracy officials in Assemblyman Patrick Johnston ' s office. It was agreed that Beck and the Department would enter into agreement for the Department to provide oversight and comments on risks presented by the site. 03/28/88 The Department provided guidance on work necessary to investigate the site. 06/24/88 A contract between Beck and the Department was signed which included up to $39 ,700 of oversight costs for the Department. 09/28/88 The Department notified Beck by letter that the Department does not need to make a "hazardous waste property determination" , but rather will define whether there is a risk from the site in accordance with the contract. 10/03/88 The Department provided comments and gave conditional approv�l of the site characterization workplan. 01/25/89 The Department received a report of site characterization. 04/25/89 The Department commented on the site characterization report. The Department' s concerns are that surface contamination levels are elevated (pesticides and metals) , more groundwater data is necessary (including construction and sampling of a deep monitoring well) , and that a quantitative health risk assessment (RA) addressing all potential pathways should be performed. As an alternative to doing the RA, the Department allowed consideration of mitigation measures to limit public exposure to contaminated soils.
