Beck Development Wronology • Page 2 06/07/89 The Department met with Beck, Tracy School District and others. Potential mitigation measures, specifically regarding utilization of school grounds on the northern portion of Beck' s property, was discussed. 06/09/89 The school district sent a letter to the Department detailing mitigation measures (e.g. asphalt and concrete caps on developed areas, minimum .of one-foot of new topsoil on park areas) to minimize exposures. District promises to consult with qualified parties if there is ever a - need to disturb land surfaces to more than three feet of depth. 07/13/89 The Department sent a letter to the school district agreeing with proposed mitigation measures. 08/07/89 The Department received an additional investigation report. The report addressed additional surface sampling for metals and the installation and sampling of a deep monitoring well . 09/21/89 The Department responded to the 08/07/89 report. Comments were that additional parameters must be analyzed in groundwater. Also, additional sampling rounds would be necessary for confidence in results. Again, the need for a health based RA was stated. 11/15/89 The Department met' with Gerald Sperry, attorney for Beck, and Beck' s technical consultants. The Department reiterated that the project cannot move ahead without the preparation of the required risk assessment. It was agreed that Beck would prepare such a RA. It was resolved that Beck' s consultants will submit a RA workplan for the Department approval within two weeks. 12/06/89 The Department was informed by staff of the San Joaquin County Health District and the Tracy School District that drums containing black, oily material were unearthed at the site during excavation for a stormwater retention basin.
