Beck Development Wronology • <br /> Page 2 <br /> 06/07/89 The Department met with Beck, Tracy School <br /> District and others. Potential mitigation <br /> measures, specifically regarding utilization of <br /> school grounds on the northern portion of Beck' s <br /> property, was discussed. <br /> 06/09/89 The school district sent a letter to the <br /> Department detailing mitigation measures (e.g. <br /> asphalt and concrete caps on developed areas, <br /> minimum .of one-foot of new topsoil on park areas) <br /> to minimize exposures. District promises to <br /> consult with qualified parties if there is ever a - <br /> need to disturb land surfaces to more than three <br /> feet of depth. <br /> 07/13/89 The Department sent a letter to the school <br /> district agreeing with proposed mitigation <br /> measures. <br /> 08/07/89 The Department received an additional <br /> investigation report. The report addressed <br /> additional surface sampling for metals and the <br /> installation and sampling of a deep monitoring <br /> well . <br /> 09/21/89 The Department responded to the 08/07/89 report. <br /> Comments were that additional parameters must be <br /> analyzed in groundwater. Also, additional <br /> sampling rounds would be necessary for confidence <br /> in results. Again, the need for a health based RA <br /> was stated. <br /> 11/15/89 The Department met' with Gerald Sperry, attorney <br /> for Beck, and Beck' s technical consultants. The <br /> Department reiterated that the project cannot move <br /> ahead without the preparation of the required risk <br /> assessment. It was agreed that Beck would prepare <br /> such a RA. It was resolved that Beck' s <br /> consultants will submit a RA workplan for the <br /> Department approval within two weeks. <br /> 12/06/89 The Department was informed by staff of the <br /> San Joaquin County Health District and the <br /> Tracy School District that drums containing black, <br /> oily material were unearthed at the site during <br /> excavation for a stormwater retention basin. <br />
