Box 2009 PERMIT/SERVICES <br /> Stockton, CA 95201 <br /> Re: Contaminated Roadway & Channel Excavation/Disposal Along <br /> Schulte Road (Beck property) <br /> Dear Ms. Ratliff: <br /> As we discussed in our telephone conversation of June 19, 1990, <br /> the City of Tracy is planning to construct road and storm channel <br /> improvements along the new Schulte Road alignment, which passes <br /> through the Beck property. , The City intends to transport all <br /> contaminated material within the new road and channel excavation <br /> limits to another City owned site adjacent to the Tracy Airport, <br /> where the material will be stored temporarily and treated using <br /> bioremediation techniques at, a later date. <br /> Previous analyses of the contaminated sails within the Beck <br /> property have shown ,that the primary contaminants are oil and <br /> grease. It ,is anticipated that a portion of the material <br /> excavated and transported will have concentrations of contaminants <br /> considered hazardous. <br /> It is our understanding, through conversations with State <br /> Department of Health Services, that excavation and transport of <br /> the contaminated material to another City owned site is <br /> permissible without any special permitting, as long as the <br /> following conditions are met: <br /> 1. Material shall be monitored during construction to <br /> establish levels and types of contamination. <br /> 2. Material determined to oe nazaraous according to <br /> Title 22, Chapter 30, Article 11, shall be handled as <br /> such, manifested, and transported by licensed haulers. <br /> It is also our understanding that San Joaquin Local Health <br /> District is the primary agency with whom the City shall keep <br /> abreast of activities regarding excavation and transport of <br /> contaminated materials. State Department of.
