As indicated in the <br /> Department' s previous letters, the City of Tracy must comply with <br /> relevant hazardous waste laws while implementing its public works <br /> projects. If contaminated soil is encountered whose <br /> characteristics make it a hazardous waste according to Title 22, <br /> Chapter 30, Article II criteria, it must be handled as such. <br /> I have some concerns regarding your listed procedures, if the <br /> contaminated soils are hazardous waste. Transportation of <br /> hazardous waste has to be by registered haulers, manifests have <br /> to be used, etc. The hazardous waste can be disposed at a Class <br /> I land fill. Alternatively, the waste can be treated so that it <br /> no longer is a hazardous waste. Hazardous waste treatment <br /> requires a site specific permit or variance. You could contact <br /> Ms. Linda Hogg, with the Region 1 Facilities Permitting Unit to <br /> obtain more information about treatment permit requirements and <br /> the characterization of waste contaminated with petroleum <br /> hydrocarbons.
