Chambers ! ans l� <br /> Vice President <br /> Beck Development Co. , Inc. <br /> 3114 West Hammer Lane APR 281989 <br /> Stockton, CA. 95209 <br /> Dear Mr. Chambers: ENVIPONMENTALHEALTH <br /> PLRMIT/SERVICES <br /> BECK DEVELOPMENT SITE, TRACY, SAN JOAQUIN COUNTY <br /> On January 25, 1989, the Department received a submittal <br /> titled, "Report of Site Characterization, Beck Development <br /> Property, Tracy, California. " The submittal presents the <br /> results of additional site investigation activities conducted <br /> at the Beck Development property. The Department has reviewed <br /> the submittal with respect to completeness of characterization <br /> and possible risks posed by the site to human health and the <br /> environment. The Department has concerns regarding surface <br /> soil contamination and the ground water investigation. <br /> The results of surface soil sampling above the remains of the <br /> oil storage reservoir and on the area that is planned for the <br /> placement of the proposed school buildings (background soil <br /> sampling area) show levels of arsenic chromium, nickel, <br /> dieldrin._ DDT. and DDE at elevated concentrations. While it <br /> is probable that the pesticides are a result of agricultural <br /> usage, it is unclear what the source of the elevated <br /> concentrations of heavy metals are. The presence of elevated <br /> concentrations of these heavy metals and organochlorine <br /> pesticides ma ose a health risk to people that would reside <br /> in the proposed su division and o children attending the <br /> school planned to be constructed on the property. <br /> We must point out that a complete evaluation of the risk from <br /> these chemicals has not been performed. Only limited data is <br /> available on the extent of contamination by these chemicals <br /> which were not the primary constituents of concern in the <br /> study. Also, the exposure scenarios for proposed development <br /> have not been evaluated in detail. The development of this <br /> information is beyond the current scope of the Department's <br /> review role on this project. <br /> • <br />
