Mr. Chambers <br /> • Page 2 <br /> April 25, 1989 <br /> Understanding the needs of Beck Development and the Tracy <br /> Public School District to move ahead, the Department <br /> recommends two possible alternatives for resolving the health <br /> risk issue regarding surface soils: <br /> 1. The installation of a cap or cover that would reduce <br /> the potential for exposure to residents and students <br /> to an acceptable level. A cover of clean fill of an <br /> appropriate thickness could be used. <br /> 2 . The development by Beck's consultant of a <br /> comprehensive risk assessment including better <br /> definition of the extent of contamination, toxicity <br /> of these chemicals and potential exposures. A <br /> closer evaluation might identify that acceptable <br /> risks exist or allow for more cost effective <br /> mitigation. <br /> The issue of ground water contamination by oil storage tank <br /> residues has not been resolved. The installation of a deep <br /> monitoring well (as described in the site characterization <br /> work plan for the Beck property, by AEMC dated 9/7/88) has not <br /> been completed. During the site characterization conducted <br /> • during October and November 1988 , AEMC's project manager <br /> indicated in an oral report to the Department that visual <br /> observations of water samples from borings showed ground water <br /> contamination although analyses of monitoring well water <br /> samples to date show no detection of aromatic volatile <br /> organics or polycyclic aromatic hydrocarbons.
