Cunningham <br /> Chief Deputy Director <br /> State of California <br /> Department of Health Services <br /> 714/744 P Street <br /> Sacramento, California 95814 <br /> RE: BECK DEVELOPMENT COMPANY, TRACY PROPERTY <br /> Dear Mr. Cunningham: <br /> On behalf of Beck Development Company (Beck), American Environmental Management <br /> Corporation (AEMC) is hereby submitting the revised and final Workplan for Additional <br /> Site Characterization (Workplan) at the Beck property in Tracy, California. AEMC <br /> developed this Workplan in response to Department comments and guidelines expressed <br /> by the Property Evaluation Unit, Site Mitigation Unit (headquarters) and the Northern <br /> California Section. <br /> On 12 February 1988, Beck submitted a formal application, along with extensive site <br /> investigation information, to the Department in accordance with the requirements of the <br /> "Property Evaluation Law" -Article 11, Chapter 6.5, Division 20 of the California Health <br /> and Safety Code. This Application was addressed to the attention of Ms.Judy Tracy in the <br /> Property Evaluation Unit of the Toxic Substances Control Division. Beck respectfully <br /> requested the Department's review of our application and a formal response as delineated <br /> in Section 25221.1 of the Health and Safety Code. This response would contain the <br /> Department's hazard assessment and a determination as to whether or not the Beck <br /> property is subject to the provisions of the Property Evaluation Law. <br /> It is our understanding that the Department's Property Evaluation Unit has requested the <br /> Northern California Section to assume the lead on both reviewing the Beck application <br /> and providing a response in accordance with Section 25221.1 of the Health and Safety <br /> Code. The City of Tracy, the Tracy Unified School District, and Beck Development each <br /> have development protects scheduled for the subject property. Further progress on these <br /> projects is contingent upon a Department statement that the subject property does not <br /> pose a hazard to public health and safety. <br /> AEMC is now repared to commence the additional site investigation activities described <br /> in the a rl tan.
