During the meeting, we discussed the Board's concern <br /> that concentrations of chromium remain above the drinking water standard, or maximum <br /> contaminant level (MCL) , in ground water at the facility. Chromium has not dissipated <br /> after almost five years of monitoring. We recommended at our meeting a more aggressive <br /> approach to the investigation, which included installation of additional monitoring <br /> wells to define the size, shape, and characterization of the plume. We have since met <br /> with members of our staff to discuss possible recourses of the ground water <br /> investigation. <br /> The Regional Board' s Basin Plan policy for the protection of beneficial uses is that <br /> concentrations of chemical constituents in potential sources of drinking water shall <br /> not exceed the MCL. The primary MCL for chromium, 0.05 mg/1 , is based on total <br /> chromium and does not distinguish between chromium III and chromium VI . However, <br /> chromium VI is of greater concern because it is more mobile and toxic than chromium <br /> III. Therefore, in order to determine the potential threat posed by chromium in the <br /> ground water, it is necessary to include speciation of chromium in the ground water <br /> monitoring program. <br /> Beginning with the next quarterly sampling, all ground water samples shall be analyzed <br /> for both chromium VI and chromium III . Once sufficient information is compiled, we can <br /> determine if the existing monitoring system is adequate and if there is sufficient <br /> evidence to require additional monitoring wells. <br /> Please notify us when you schedule the next quarterly ground water sampling so that we <br /> may be present to collect split samples.
