• MEMORANDUM •
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
%3443 Routier Road, Suite A Phone: (916) 361-5600
Sacramento, CA 95827-3098 ATSS Phone: 8-495-5600
TO: FILE FROM: JEAN McCUE
Water Resource Control Engineer
DATE: 3 October 1990 SIGNATURE:
SUBJECT: MEETING TO DISCUSS STATUS OF SURFACE IMPOUNDMENT AND GROUND WATER
INVESTIGATION AT THE DALLAS CORPORATION, DBA OVERHEAD/LODI DOOR COMPANY
(O/LDC) FACILITY IN LODI, SAN JOAQUIN COUNTY
ATTENDED BY: Linda Hogg, Department of Health Services (DHS)
Charlie Poole, Overhead/Lodi Door Company (O/LDC)
John Schweizer, Remediation Services, Inc. (RSI)
David Glick, BSK and Associates (BSK)
Greg Vaughn, Regional Board (Board)
Jean McCue, Regional Board
This is a summary of topics discussed at the 30 August 1990 meeting held between
representatives from the 0/LDC, RSI, BSK, DHS, and the Board. The purpose of the
meeting was to discuss the results of DHS's risk assessment for contaminated soils
remaining in the impoundment, pond closure steps, and ground water monitoring and
assessment at the facility.
HEALTH RISK ASSESSMENT
Ms. Hogg presented the results of the risk assessment completed by DHS's in-house
toxicologist, Yugal Luthra (Attachment A) . Mr. Luthra used DHS's lab results from the
confirmation sampling on 16 May 1990, instead of RSI's. The samples were analyzed for
nickel and zinc. Mr. Luthra concluded that, on the basis of the analytical data
presented, the levels of nickel and zinc in soils are unlikely to present a potential
for adverse health effects, provided the backfill material does not affect the levels
of the contaminants in the soils.
POND CLOSURE STEPS
The last confirmation sampling, on 16 May 1990, showed that concentrations of nickel
and zinc are the highest in quadrants E (240 mg/kg) and J (110 mg/kg) in the
impoundment (see Figure 1) . Waste Extraction Tests (WET) , with a citrate extraction
solution, were performed on samples form quadrants A,C,E, and J. The extracts from
samples from quadrants E and J were the only two analyzed for nickel . The results
showed soluble nickel remains in the impoundment. The concentrations of nickel in the
two samples from quadrants E and J were 2.3 mg/l and 6.7 mg/1 , respectively. The
Soluble Threshold Limit Concentration (STLC) for nickel is 20 mg/l . Greg Vaughn stated
that the Board's goal is to minimize the amount of soluble nickel in the impoundment.
Ms. Hogg suggested that the O/LDC remove a more soil in those two areas. Mr. Poole
stated that they do not want to do any more excavating. He feels they have removed the
majority of the waste and because the DHS is satisfied with what remains in the
impoundment, there should be no further excavation.
