INTRODUCTION <br /> 1. 1. Respondents <br /> The California Department of Health Services (Department) issues <br /> this Remedial Action Order to: <br /> Robert E. Kupka: An individual , and <br /> North Coast Helicopter Service, Inc. : A California corporation. <br /> 1. 2 . Site <br /> Lodi Airport (Site) is an active private airport. In the past <br /> Lodi Airport has served as a base for agricultural chemical <br /> applicators who were allowed to store chemicals and service <br /> aircraft on-site. A small cafe, a flight school, and a skydiving <br /> school are also operated on-site. The Site is located at 23987 <br /> North Highway 99 , Acampo, San Joaquin County, California in the <br /> northeast and northwest quarters of Section 13 , Township 4 North, <br /> Range 6 East. The Site is approximately 160 acres large and is <br /> identified by the assessor's parcel number 005-170-07 . The Site <br /> lies within a rural/residential region. A Site Location Map and <br /> County Assessor's Map are included as Attachment A. <br /> 1. 3 . Jurisdiction <br /> Section 25355. 5 (a) (1) (B) of the California Health and Safety <br /> Code authorizes the Department to issue an Order establishing a <br /> schedule for removal of a hazardous substance release or for <br /> correcting the conditions that threaten the release of a <br /> hazardous substance. The Department has determined that storage <br /> and/or handling of hazardous substances/materials at the Site <br /> have resulted in the release of such substances/material; to the <br /> environment. <br />
