IV. DETERMINATIONS <br /> 4 . Based on the foregoing Findings of Fact and Conclusions of <br /> Law, the Department has determined that: <br /> 4 . 1. Respondents are responsible "persons" who are required to <br /> take the actions ordered below to protect the public health, <br /> welfare, and the environment. <br /> 4 . 2 . The remedial actions set forth in this Order are necessary <br /> to avert the danger or threat caused by releases or threatened <br /> releases of hazardous substances from the facility. <br /> V. ORDER <br /> 5. IT IS HEREBY ORDERED: <br /> Based upon the foregoing Findings of Fact, Conclusions of Law and <br /> Determinations, the Department hereby Orders the Respondents and <br /> each of them to implement the following measures: <br /> 5. 1 . Proiect Coordinator <br /> Within ten (10) calendar days of the effective date of this <br /> Order, Respondents shall submit to the Department in writing the <br /> name and address of a project coordinator whose responsibilities <br /> will be to receive all notices, comments, approvals and other <br /> communications from the Department to Respondents. <br /> 5. 2 . Initiation of Preliminary Endangerment Assessment (PEA) <br /> Within fifteen (15) calendar days of the effective date of this <br /> Order, Respondents shall contact the Department to initiate the <br /> process by which Respondents shall conduct a PEA for the Site. <br /> The PEA gathers and evaluates the information necessary to <br /> identify the existence, source and nature of the hazardous <br /> substances involved and the potential threat to public health <br /> and/or the environment. Respondents shall pay the fee of $7500 <br /> prescribed by section 25347 . 6 (d) of the HSC for oversight of the <br /> PEA by the Department. <br /> 5. 3 . PEA Submittal <br /> Within seventy-five (75) calendar days of the effective date of <br /> this Order, Respondents shall submit the completed PEA report to <br /> the Department. <br /> 5 .4 . Workplan Submittal <br /> Within forty-five (45) calendar days of the date the Department <br /> approves the completed PEA, Respondents shall submit to the <br /> Department for review and approval a detailed Workplan and <br /> implementation schedule for any interim remedial measures <br /> required to achieve the following: <br />
