2 . 3 . 3 . Dichlorodiphenyldichloroethylene (DDE) is a poison by <br /> ingestion. It is also an experimental carcinogen and <br /> neoplastigen. <br /> 2 . 3 . 4 . 2,4-D is a poison by ingestion, intravenous, and <br /> intraperitoneal routes. 2 , 4-D is moderately toxic by skin <br /> contact. 2 ,4-D is an experimental carcinogen and teratogen. <br /> Human systemic effects by ingestion are somnolence, convulsions, <br /> coma and nausea and vomiting. 2 ,4-D can cause liver and kidney <br /> injury and is a skin and severe eye irritant. <br /> 2 . 4 . Potential Routes of Exposure and Population at Risk <br /> 2 . 4 . 1. The immediate population at risk includes: <br /> a) individuals working at the facility; <br /> b) members of the public who patronize on-site businesses which <br /> include a flight school, a restaurant, and a sky diving <br /> school; <br /> C) people living in homes that border the site; and <br /> d) people in the immediate area that utilize wells which supply <br /> drinking water. <br /> 2 . 4 . 2 . Direct contact with soil and dispersion of contaminants <br /> through the air are the exposure routes of concern for on-site <br /> workers and patrons. Inhaling or ingesting wind-blown <br /> contaminated particulates is the route of concern for people in <br /> the residences that border the site. Ground water is the route <br /> of concern for people in the surrounding residential areas that <br /> utilize wells which supply drinking water. <br /> III. CONCLUSIONS OF LAW <br /> 3 . 1. The concentrations of toxaphene, DDT, DDE, and 2 , 4-D found <br /> at the facility are "hazardous substances" as defined by Health <br /> and Safety Code section 25316. <br /> 3 . 2 . Respondents are responsible parties as defined by Health <br /> and Safety Code section 25323 . 5 and 25385. 1 (g) . <br /> 3 . 3 . This Order complies with the requirements of Health and <br /> Safety Code section 25355. 5 (a) (1) . <br /> 3 . 4 . The past migration, present migration or potential for <br /> future migration of hazardous substances from the facility into <br /> air, soil , surface water and/or ground water constitutes an <br /> actual or threatened "release" as defined in Health and Safety <br /> Code Section 25320. <br />
