Large Quantity Generator <br />Inspection Corrective Actions <br />Item #102 CCR 66262.11 <br />The wastewater pretreatment system currently in place at California Tank Lines <br />Stockton facility treats both oily waste and trailer wash water (wash rack <br />discharge), as follow; <br />Oily wastewater is pumped through an API separator which removes floating <br />oil/diesel to a receiver for pick up and disposal by a licensed oil disposal <br />company. Wastewater (which is now free of oil/diesel) flows to the sump which <br />collects wash water from the trailer wash rack. The combined wastewater is then <br />pumped on level control to the 7000 gallon cone bottom tank in the pretreatment <br />system, from which it is pumped as 40 gpm through two pre -neutralizer tanks <br />where the p H is brought into the range3 to 12 before pumping to the two stage, <br />final neutralizing system where the p H is adjusted to 7 to 9 for discharge to the <br />City of Stockton sewer for final processing by the city MUD. This pretreatment <br />system must be in operation anytime the wash rack is operating as there is no <br />storage of wastewater and no solids removal. <br />These two wastes — oily wastewater and wash rack discharge — are considered to <br />be hazardous waste and are processed accordingly. The oily waste will be <br />hazardous if it contains petroleum hydrocarbons in excess of 26 ppm, and the <br />wash rack discharge will be hazardous if the p H<2 or >12.5. The actual <br />wastewater at any specific time may or may not be hazardous. <br />Item #108 CCR 66265.52 <br />The Facility's Contingency plan is being updated and will be uploaded in the <br />CERS and copy sent to EHD. <br />It will include responsibilities of facility personnel in regards to fires, explosions, <br />and other sudden emergencies that might occur. Information on local police, fire, <br />hospitals, contractors and state and local emergency response teams. A list of <br />employee names addresses and phone numbers of all qualified employees to act <br />as emergency coordinators. A list of all emergency equipment and their locations. <br />Facility Evacuation routs for all personnel. <br />Item 113 CCR66262.23(a)(4) <br />Corrective action - Missing Manifests were mailed 6-23-17. All Manifests will <br />be mailed moving forward. <br />Item # 301 CCR66265.31 <br />The area was cleaned, the waste water was drummed and the large piece of <br />equipment was repaired. Waste was hauled off. Waste Manifest number <br />010242804FLE. A copy of this manifest was mailed to DTSC. <br />
