The facility has inspection records, but no written inspection schedule was <br />available. The generator shall prepare and maintain a written inspection schedule and a log of inspections <br />conducted, and shall maintain adequate records to demonstrate compliance with all pretreatment standards and all <br />applicable industrial waste discharge requirements issued by the agency operating the publicly owned treatment <br />works into which the wastes are discharged. The records shall be maintained onsite for a period of five years. <br />Prepare a written inspection schedule and ensure these records are kept onsite for five years. Submit copies of <br />these records to the EHD. <br />This is a Class II violation. <br />3210 <br />HSC 25200.c(2) Failed to submit an annual waste minimization certification. <br />The facility has not been submitting annual waste minimization certifications. The most recent tiered permitting <br />submittal was made 10/31/16, and the submittal prior to that was dated 4/10/14. The generator of the hazardous <br />waste at the treatment facility sahll annually certify all of the following information: <br />-The generator of the hazardous waste has established a program to reduce the volume or quantity and toxicity of <br />the hazardous waste to the degree, determined by the generator, to be economically practicable. <br />-The proposed method of treatment, storage, or disposal is that practicable method currently available to the <br />generator which minimizes the present and future threat to human health and the environment. <br />Immediately submit the required statements and certification on CERS (cers.calepa.ca.gov) and ensure that this <br />information is submitted annually. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br />complete report which replaces the initial checklist. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />Note: The facility is reporting on CERS as a Permit -by -Rule treatment process. The description of the treatment <br />process included settling, oil -water separating, and neutralization. At the time of inspection, the site was only <br />conducting pH adjustment (neutralization). The oil -water separator and settling tanks have both been removed <br />from the system and mixers were in place at all three final discharge tanks to prevent settling. The facility was <br />observed on site to be treating waste that is corrosive only. As the waste treated exhibits only one hazardous <br />characteristic, the facility permit status has been adjusted from Permit -By -Rule (PBR) to Conditional <br />Authorization (CA) and the appropriate inspection report has been used.
