Liquid reaches is a hazardous waste with a pH of less than or equal to 2 and greater than or equal to 12.5. <br />-The tank assessment did not include the set of three neutralization tanks in the shed area. <br />The owner or operator shall obtain a written assessment reviewed and certified by an independent, qualified, <br />professional engineer, registered in California, attesting that the system has sufficient structural integrity, is <br />acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system <br />are suitably designed. Immediately revise the hazardous waste tank system assessment to include all of the <br />required information as listed in this section and keep on file at the facility. Submit a copy of the revised <br />assessment to the EHD. <br />This is a Class II violation. <br />206 <br />HSC 25200.3(c)(6)/(7) Failed to maintain hazardous waste treatment records onsite for five years. <br />The facility had incomplete records for the fixed treatment unit. The records on site included records of the dates, <br />discharge amounts, and pH for the waste treated, but did not include the additional information or instructions <br />required. The generator shall prepare and maintain written operating instructions and a record of the dates, <br />concentrations, amounts, and types of wastes treated. The operating instructions shall include, but not be limited to, <br />directions regarding all of the following: <br />-How to operate the treatment unit and carry out waste treatment. <br />-How to recognize potential and actual process upsets and respond to them. <br />-When to implement the contingency plan. <br />-How to determine if the facility has been efficacious. <br />-How to address the residuals of waste treatment. <br />Immediately prepare these records, maintain copies on site, and submit a copy of the completed records to the <br />EHD. <br />This is a Class II violation. <br />FAD003680 PR0506982 SCO01 06/13/2017 <br />EHD 22-05 Rev. 09/22/16 Page 3 of 5 Conditionally Authorized Treatment Facility OIR <br />
