Stockton,CA 1444 EI Pinal Dr. Stockton,CA 95205 TANK ASSESSMENT WASTE OIL HOLDING AST Waste AST#S January 21,2014 Inspection This assessment is for a 200 GA Single Wall Polyethylene Vertical Cylindrical AST containing Used Antifreeze located in the shop building's interior northeast corner of Covey Auto Express Inc. Stockton,CA. The facility services truck vehicles including draining and replacing antifreeze. Due to business volume they are classified as a"Large Quantity Generator". (209)464-0016 CONTAINMENT ASSESSMENT The single wall poly AST is located on the finished concrete floor near the east wall of the shop building. The original manufacturer's label is on the tank.There is no attached UL Tag. The subject used antifreeze AST rests flat on the concrete floor.Any clearance under the exterior tank shell's flat bottom above the concrete floor,would result in a visible path in the event of leakage with product indicated at perimeter of the tank base. Collected used antifreeze is transferred to the poly AST from collection containers via the top opening. There is no method to prevent overfilling in the event of operator inattention,however,the quantities transferred are defined and periodic and the translucent plastic shell provides obvious direct gauging of contained liquid level. With an awareness of the tank's used antifreeze level,the transfers do not threaten over filling between reclamation pickups. The floor's finished concrete surface and proximity to service technicians provide a Continuous Release Detection Method(CRDM)with visible indication of spillage prior to ground contact.It is Important that the tank be placed on a section of floor with no cracks or construction joints.Daily observations for visible signs of leakage are to be recorded by Covey Auto Express Inc.staff. Records are to be maintained on site for 3 years.
