All line leak detectors shall be capable of <br />detecting a 3-gallon per hour leak at 10 psi. The service technician purged the line and retested during the <br />inspection and the test passed. This was corrected on site. <br />This is a minor violation. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The 91-product and 87-product middle spill containers failed the one-hour hydrostatic test and the 91-product spill <br />container did not hold five gallons. All USTs shall be equipped with a spill container that has a minimum capacity of <br />five gallons and a drain valve that allows drainage of the collected spill into the primary container or provide a <br />means to keep the container empty. Immediately contact a properly licensed, trained, and certified contractor to <br />install an approved spill container under permit and inspection of the EHD. If a spill container can't be installed <br />immediately, there is a possibility that the 91-product and 87-product middle UST systems may be red tagged to <br />prevent fuel inputs. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by October 29, 2016. <br />Note: When the 87-product spill container on the east side, nearest West Lane, fails, this spill container shall be <br />replaced with a spill container that has a minimum capacity of five gallons, is protected from galvanic corrosion, <br />and has either a drain valve which allows drainage of the collected spill into the primary container or provides a <br />means to keep the spill container empty pursuant to CCR, Title 22, Section 2635(b)(1). <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
