OBSERVATION: The facility could not demonstrate that universal waste has been stored on site for no longer than one year. The following UW was stored on-site: Main Hallway Storage Room (F2): -One 5 gallon universal waste bucket labeled"Alkaline Batteries" (3/4 full)contained batteries. Attic Area Central (F3): -Two boxes containing used florescent tubes. Attic Area East Side(F3): -Several dozen used florescent tubes. REGULATION GUIDANCE: (a)A universal waste handler shall accumulate universal waste for no longer than one year from the date the universal waste was generated, or was received from another universal waste handler. (b)A universal waste handler shall be able to demonstrate the length of time that the universal waste has been accumulated from the date it became a waste or was received.The universal waste handler may make this demonstration by: (1)Placing the universal waste in a container and marking or labeling the container with the earliest date that any universal waste in the container became a waste or was received; (2)Marking or labeling the individual item of universal waste(e.g., each battery or thermostat)with the date it became a waste or was received; (3)Maintaining an inventory system onsite that identifies the date the universal waste being accumulated became a waste or was received; (4)Maintaining an inventory system onsite that identifies the earliest date that any universal waste in a group of items of universal waste or a group of containers of universal waste became a waste or was received; (5)Placing the universal waste in a specific accumulation area and marking or labeling the area to identify the earliest date that any universal waste in the area became a waste or was received; or (6)Any other method which clearly demonstrates the length of time that the universal waste has been accumulated from the date it became a waste or was received. CORRECTIVE ACTION: Since it could not be demonstrated how long this UW was stored on site, immediately dispose of this UW in accordance with Title 22 California Code of Regulations. Provide a corrective action statement, the disposal record and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. This is a Class II violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the complete report which replaces the initial checklist. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by October 27, 2019.
