PARTNER <br /> Engineering and Science,Inc. <br /> October 16, 2017 <br /> San Joaquin County Environmental Health Department(SJCEHD) <br /> 1868 Hazelton Avenue <br /> Stockton, California 95205-6232 <br /> Subject: Work Plan for Phase 11 Subsurface Investigation <br /> 17100 South Harlan Road <br /> Lathrop,California 95330 <br /> Partner Project No. 17-192479.1 <br /> Partner Engineering and Science,Inc.(Partner)is pleased to submit this work plan to perform environmental <br /> investigation activities at the above-referenced property. <br /> Project History <br /> Partner completed a Phase I Environmental Site Assessment (Phase 1) Report, dated September 26, 2017, <br /> prepared on behalf of Vertical Ventures, LLC. Based on the information reviewed and the site <br /> reconnaissance, the subject property consists of a single parcel of land comprising approximately 34.46 <br /> acres located on the east side of South Harlan Road within a mixed commercial and industrial area of San <br /> Joaquin County, California. The subject property is currently unoccupied and vacant. The most recent <br /> occupant, Carpenter Co., vacated the subject property at the end of 2016. Carpenter operated as a <br /> polyurethane foam manufacturer for industrial use. Former on-site operations consisted of manufacturing <br /> foam products for the flooring (carpet), furniture, and bedding industries. The manufacturing operation <br /> also maintained one 1,000-gallon aboveground storage tank (AST) to hold irrigation water, one 500,000- <br /> gallon AST to hold water for the fire sprinklers on site, and one 350-gallon diesel AST for the fire sprinklers <br /> water pump equipment.In addition,the subject property operated an on-site truck repair and service shop. <br /> The subject property consists of two double-height shell buildings, located at the central and western <br /> portions of the property,with built-in one-story with mezzanine office modules;one single-story equipment <br /> building housing the water pump and diesel fuel AST for the fire sprinklers system; and one single-story <br /> storage,former truck shop building located along the central-northern border of the property. The eastern <br /> portion and the southern border of the subject property are undeveloped. In addition to the current <br /> structures, the subject property is also improved with truck docking ramps, gated driveway entrance, <br /> asphalt-paved parking areas, and associated landscaping. In addition, one railroad spur is located at the <br /> northeastern portion of the subject property, however,the track does not appear operational. <br /> According to available historical sources,the subject property was formerly undeveloped as early as 1915; <br /> was developed with agricultural land and/or residential between 1937 and circa 1982; developed with the <br /> western portion of the current structure in 1985 and the eastern portion addition in 1989. Carpenter Co. <br /> occupied the subject property from 1985 to 2016. <br /> The Phase I identified the following recognized environmental conditions(RECs): <br /> • The subject property has been occupied by an industrial manufacturer of polyurethane foam <br /> products from 1985 to 2016, identified as Carpenter Co.
