Specifically,the subject property was <br /> identified on the Resource Conservation and Recovery Act(RCRA) Large Quantity Generator(LQG) <br /> database. Information in the RCRA-LQG database indicates the facility generated hazardous wastes <br /> including unspecified aqueous solution, other inorganic solid waste, unspecified solvent mixture, <br /> waste oil and mixed oil, unspecified oil-containing waste, adhesives, off-specification, aged or <br /> surplus organics, unspecified organic liquid mixture,other organic solids, ignitable waste,corrosive <br /> waste, spent non-halogenated solvents, phenol, and toluene di-isocyanate, tetrachloroethylene <br /> (PCE), and spent halogenated solvents. The database report indicates a number of violations, <br /> including those classified as general violations, records/reporting, and pre-transport compliance. <br /> The subject property is serviced by on on-site septic system that is reported to consist of two 3,000- <br /> gallon septic tanks located near the northeastern corner of the subject property and associated <br /> leach lines located adjacent to the east of the septic tanks. Partner also observed evidence of at <br /> least two former trench drains that have been filled with concrete inside the main building and <br /> inside the former truck repair and service shop building,which is located at the northeastern portion <br /> of the subject property. Furthermore, historical records indicate violations surrounding truck wash <br /> waters as well as boiler blowdown and cooling tower blowdown wastewater which was identified <br /> as being a "likely designated waste." The Regional Water Resources Control Board (RWQCB) <br /> reportedly issued a notice of violation and in a letter dated March 30, 2006,the RWQCB requested <br /> additional characterization of wastewater, groundwater, and submittal of work plan for installing <br /> groundwater monitoring wells;and to begin monitoring in August 2006. No additional information <br /> was available. Partner's request for additional information from the RWQCB is currently pending. <br /> Based on the history of industrial use, the storage of large quantities of hazardous materials and <br /> the generation of hazardous wastes, including chlorinated solvents, combined with the existence <br /> of a septic system, which acts as a direct conduit to the subsurface, the industrial use combined <br /> with the on-site septic represents a REC. <br /> The subject property is equipped with a formertruck repair and service building which was reported <br /> to have been operating from 1985 until approximately 2000, when it was converted to a general <br /> storage facility. Partner observed evidence of former trench drain inside the former truck repair <br /> and service shop building. Partner understands that the trench drain connected to a subsurface <br /> interceptor or storage tank that was periodically pumped out by a licensed disposal company. The <br /> interceptor and associated trench drain were reportedly cleaned, filled, and capped in place with <br /> approval by the San Joaquin County Environmental Health Department (SJCEHD); however, no <br /> documentation regarding the collection of any soil samples in this area was identified during the <br /> course of the Phase I. The history of truck repair servicing and washing at the subject property <br /> represents a REC. <br /> Based on available information obtained from the State Water Resources Control Board (SWRCB) <br /> Geotracker website for a Leaking Underground Storage Tank (LUST) site (facility identification number <br /> T0607700607) located approximately 0.3 mile north of the subject property, groundwater in the vicinity of <br /> PARTNER <br />
