PROJECT DESRIPTION: Eagal Lakes Resort is a private eco-friendly family outdoor resort located in Tracy on the San Joaquin River. The resorts mission is to provide local families within San Joaquin County and neighboring cities a lifestyle opportunity to run free, play and explore in a safe environment with all the amenities yet close to home. Since the inception of the original project proposal, the dynamics of the operations (use type) has changed and evolved but the overall development plan remains the same. Original project use was that of a private waterski club with 30 members. With the decline of the waterski industry and the need in the community for more outdoor recreation and a safe family outdoor environment, Eagal Lakes has grown into a private family outdoor recreational facility inclusive of water skiing, kayaking, stand up paddle boarding, sailing, peddle boating, swimming,fishing, dry recreational camping, member/guest activities, outdoor movie nights, beaches, and events. The growing number of families that want this environment for their families has increased to approx. 200 active families per year. In order to comply and be available to accommodate more families, a use change is needed. The growth of the city of Tracy and its industry has also impacted Eagal Lakes Event calendar. Many of the local distribution centers, corporations and businesses have a need for a unique venue to host company picnics to reward employees. We have a venue unlike any other in SJ County.Over the past 9 years the need for this has increased and is continuing to increase. We now host approx. 13-20 company events/parties per year. All of the events are catered by outside vendors. All alcoholic and non-alcoholic beverages are served by Eagal Lakes. Eagal Lakes purchased an alcohol license for onsite and catering in 2014. In order to accommodate the growth, Eagal Lakes Resort is in need of expanding the number of allowable events and use. For the past 10 years, Eagal Lakes has grown into one of the premier cross-country courses in San Joaquin County. It is the home course for Tracy High, Kimball High,West High, Millennium High and Mountain House. Eagal Lakes has hosted the Jaguar Invitational,VOL,TCAL, Delta Charter, CYO along with the course available for the high school's practices. Eagal Lakes has been a training facility for Stockton PD,Tracy PD, Manteca PD Swats, K-9 and Field Force Units as well as Tracy Fire for more than a decade. Eagal Lakes Resort also delivers an outdoor educational experience. It's nature academy hosts the local grade school children with hands on learning of the indigenous habitat and eco-system along the San Joaquin River. Children 2nd-5th grade transported in by buses, walk the trails learning of the plant and animal life,testing the water and finish with a hands-on project at the end of the walk. PROJECT SUMMARY: Eagal Lakes Resort has evolved since the original use application dated 1993 due to demand. The project development remains the same with 3 phases of buildout of which phase 1 is complete. The project is seeking a use change to come into compliance with the activities which are now current and request expansion listed under"proposed expansion of use to resort".
