RESORT & LAKE USES <br /> The proposed new resort use is to accommodate the growing local community needs of more <br /> outdoor recreational and activity venues for families living in the SJ County, especially Tracy, <br /> Mountain House and Manteca. The sport of water skiing has declined over the years and <br /> dynamics of the resort has changed from private water ski club to water sports and family <br /> recreational. The resort currently has over 200 active families in membership (somewhat like a <br /> golf and country club) with an average family membership of 3 per family. Membership is <br /> annual dues with Resort season from April 1- October 31. During off season, members may <br /> use the facilities weather permitting to walk the trails, fish, over- night camp. The Resort is <br /> currently seasonal due to the lack of indoor facilities at this time. Due to the diversity of our <br /> membership and activities, on any given day from Jan — March our average members on site <br /> is 3 per daily member log in. From April 1 —Aug 31, average members on site per day is 17 <br /> with weekends averaging approximately 20-25. Sept 1- December 31 average daily members <br /> utilizing the resort drop to approx. 3 per day. (See attached excel with daily check in's) Peak <br /> season currently is April 1-October 31 with limited activities from Nov 1- March 31. We <br /> currently only have 3 water ski members who use the provided club boat on an average of 3 <br /> days per week. Member check in for January 1-Sept 19, 2019 only exceeded the 24 persons <br /> on property per day for 52 days of this calendar year. This follows Environmental Health <br /> Department requirements from Feb 2010 for no more than 24 persons onsite 60 days per <br /> year. During the peak season, as well as our permanent restrooms, Eagal Lakes maintains a <br /> portable handicap potty from April — October for convenience and after hours near the water <br /> sport lakes and beaches. <br /> Current members and guests enjoy the facilities with beach use along the San Joaquin River, <br /> lakeside beaches, loungers, umbrellas, peddle boats, kayaks, tube rides on the lake, water <br /> skiing/lessons, volleyball, basketball, disc golf, recreational dry camping, fishing, nature trails <br /> for biking, running and walking, outdoor movie nights, member activities. <br /> Member camping is restricted to dry tent or ry camping only for a maximum stay of 3 nights. <br /> Propane BBQ's only are allowed and only at the campsites. <br /> Proposed submission application for "grab and go" snack bar permitting from environmental <br /> health to expand operation from member only to permitted public grab and go food services <br /> for public & member guest use. This grab and go snack bar provides sandwiches, pre-cooked <br /> burgers/hot dogs, nachos, chips, ice cream, beverages, popcorn, smoothies, full bar services. <br /> Completion of the hospitality room (phase 2 of original use) will enable indoor activities into <br /> the winter months such as meetings, crab feeds & parties, an average of 2 per month. <br /> Amplified sound for announcements and music to be played indoors for parties and <br /> commence at 10pm. All surfaces from the gate to the hospitality room as well as all standard <br /> parking are currently an all-season asphalt pavement. <br /> ACTIVITIES <br /> Eagal Lakes current land use permit allows 4 (up to 3-day) outside activities per year. Each <br /> year the need for more venues in the local area for company picnics, weddings, family parties, <br /> etc. has increased as has our number of needs. The proposed plan is for 2 activities per week <br /> from April 1- October 31 and 2 activities per month from November 1- March 31 (with the <br /> completion of the hospitality room), for private parties, corporate picnics, weddings, <br /> community activities, sporting activities ranging in numbers from 50 to a capacity of 2500. <br /> Currently, portable restrooms are rented from A&A Portables at a 1 to 100 ratio and used for <br /> non-member activities, company picnics and parties.
