STRUCTURES/ROADS
Current structures include phase 1 of current use permit a 3400 sq. foot restroom and storage,
20x40 ft block grab & go snack shack, 30' single wide non-permanent construction trailer used
for offices. Proposed structures (1) 5,378 sq. foot lounge and hospitality room, (2) 7,200 sq
foot building to include offices, storage, restroom. (Revisions of Approved Actions Application
dated Dec.2, 2016.
Roads from end of Lorenzen to Eagal Lakes are 20' wide and 4" road base per previous use
permit conditions, public works. 4" road base extends over levee, through private gates and
into Eagal Lakes to asphalt parking lot and upper building (phase 1 of original use, complete)
asphalt parking. Main parking lot contains 2 handicap spaces with an additional 27 standard
striped parking. Upper building (phase 1 & 2 of original use permit) has 2 handicap parking
spaces and 3 standard striped parking spaces. Other surrounding roads are a combination of
gravel base and compacted road. Over- flow parking is compacted grass base open space.
ENVIRONMENTAL HEALTH
The existing permanent bathrooms have approved leach fields (latest nitrate study Dec. 2018)
with set aside area for possible leach line expansion. Per existing use, bathroom capacity is
no to exceed over 24 for more than 60 days per calendar year. Enclosed the member use
sign in showing only 52 days this calendar year over 24 (see attached schedule). In addition
to the permanent restrooms, Eagal Lakes utilizes portable restrooms by A&A Portables for all
high member attendance periods and non-members activities and maintains a handicap
portable on site close to beaches and grab & go snack bar from May-October for after hours
and member convenience. The temporary mobile office building has a self- contained septic
tank which is emptied by A&A Portables weekly in peak season and monthly during slowing.
The BBQ location east of the lakes on the river has a mobile executive restroom trailer that is
placed from April — October for use on the far east location of the property. This restroom
trailer has 3 women's stalls, 2 men's stalls and 3 urinals with a capacity of 200 flushes. This
unit is removed from location during flood prone seasons. This has a self- contained holding
tank which is emptied by A&A Portables as needed. (Proof of billing from A&A has been
submitted to Environmental Health, Linda Turkatte, for review)
COMMUNITY PARTNER
By expanding our current use, the new proposed use will enable Eagal Lakes to continue our
community partnership with our local schools for field trips, cross country meets, local police
and fire for onsite training and the ability to donate to local non-profit organizations within the
county from our outside events. Currently Eagal Lakes is the home course for cross country
for Jaguar Invitational, TCAL, VOL, CYO, Delta Charter, Millennium High and Mountain
House. Students have the opportunity to train on the running trails at no cost to the district
except the cost of the portable restrooms. Tracy, Manteca and Stockton PD, Swat, K-9 and
Field Force train at no cost to the cities. Eagal Lakes sponsored running events have enabled
Eagal Lakes to donate to Ag Fest, Boys & Girls Club of Tracy, UCP of San Joaquin County,
Discovery Challenge Academy, Semper Fi Fund, Ride 2 Recovery, Animal Protection League
of Stockton, Delta Humane, Animal Shelter of Tracy, Lost and Found 209 as well as multiple
schools locally.
