Soil suitability and nitrate test completed was performed Dec 2018. (see report) <br /> Currently and in the future, catering and food services for outside activities are provided by <br /> outside licensed catering for all activities. Proposed hospitality hall/catering kitchen will allow <br /> caterers to heat and serve from proposed indoor kitchen facility. Currently, all non-alcohol as <br /> well as alcoholic beverages, are provided by Eagal Lakes. Drinking water is delivered by <br /> Alhambra in 5- gallon jugs and all and ice is delivered by Diamond Ice to an outdoor freezer. <br /> Plans for phase 2 catering kitchen/bar include on site ice machine and potable water from well <br /> for non-alcohol beverages. Eagal Lakes liquor licenses, on site and catering, provides all <br /> alcohol services at the facilities. No outside alcohol is permitted on premise. <br /> Access road to Eagal Lakes is from end of County Rd @ Lorenzen Road through ranch. An <br /> access road maintenance agreement was granted by San Joaquin County dated June 27, <br /> 2000. (see attached legal description). Eagal Lakes complied with the public works standard <br /> of 4- inch thick road base, first 100 ft of access road is paved and 20' wide per original use <br /> permit and has continued to maintain the access road in good condition. During non-member <br /> activities, Eagal Lakes posts an employee at end of county road, Lorenzen Rd, wearing a <br /> neon vest and flag to make sure traffic is proceeding at 10 mph on the access road through <br /> the ranch and into Eagal Lakes. Signs are posted through the ranch with 10 mph limits. <br /> Another Eagal Lakes employee is posted at the top of the levee wearing a neon vest and flag <br /> to make sure guests leaving the facilities also proceed through the ranch at a speed limit of 10 <br /> mph. <br /> Activities where there is a larger attendance, such as cross-country invitationals and larger <br /> company picnics, the back- entrance gate is used. This is the original main entry road for <br /> parcel 1. (Approval for use by Reclamation District 2095). Temporary traffic signs and <br /> staffing is placed to direct traffic to over-flow parking east of water sport lake. <br /> Proposed amplified music for enjoyment and announcements for activities at the river beach <br /> BBQ area, the main dock/lawn at the sport lake and the phase 2 approved hospitality room. <br /> All music will be maintained at a decibel as to not disturb any area residence and will <br /> commence by 10pm. Nearest residence to Eagal Lakes is 1 mile west at the "ranch" and <br /> second across the San Joaquin, Manteca approx. 2 mile east as the crow flies of Eagal Lakes. <br /> PROJECT LOCATION <br /> The project site is located approximately 8 miles east of Central Tracy, 10 miles south of the <br /> City of Lathrop, 14 miles west of central Manteca, and 2 miles south-easterly of Deuel <br /> Vocational Institution along the San Joaquin River. The left bank of the 100-year levee and <br /> the San Joaquin River bound the project site. Access to the site is provided by a 20ft. private <br /> access easement with 4-inch road base per conditions of approval. The point of access to the <br /> site is from the end of Lorenzen Road along a private access easement for approximately <br /> 2500 ft to the site. The site is gated along any accessible areas. There is a main access gate <br /> for daily use at end of Lorenzen and a secondary access gate for larger activities, fire access <br /> approximately 1200 ft south of front gate access. This secondary access lies between parcel <br /> 1 and parcel 2 and was approved by Reclamation District, No. 2095 in 2015 for use up to 20 <br /> times per year. <br />
