PHSIEHD � <br /> has the following comments for your consideration. a <br /> ;i <br /> The report included the July 10, 1996 and the October 16, 1996 groundwater sampling results, the July <br /> 31 - August 2, 1996 soil sampling results, and vapor sampling results from the vapor extraction well, <br /> RW1 <br /> b <br /> I, <br /> The vapor extraction system is currently using the vapor extraction well RW1 and has been since June <br /> 6, 1996. Between March 26 and June 6, 1996, monitoring well, MW1, was used for vapor extraction. <br /> Between July 31 and October 30, 1996, the system operated for 624.8 hours (approximately 30%) with <br /> an average flow rate of 70 cfm, <br /> 1 <br /> The air sparging system is repaired and in operation at 7 scfm-on one hour cycles. In a telephone <br /> conversation with Advanced GeoEnvironmentai staff, PHSIEHD was informed that the air sparge <br /> system was not operational between March 11, 1996 and April 16, 1996 nor between .lune 7, 1996 <br /> and July 7, 1996. A new compressor began operation on August 19, 1996. <br /> 1 <br /> Once.;the air sparge system was restarted there was an increase in the concentration of petroleum <br /> hydrocarbons which were recovered and destroyed in the vapor extraction system. There evidently is <br /> some9,consideration, given the general trend of reduced vapor recovery., to switch from the current <br /> system to a blower/carbon canister treatment system so that fuel consumption costs can be reduced. <br /> Please evaluate the cost effectiveness of this change and obtain pre-approval from the State Water <br /> Resources Control Board Clean Up Fund Unit. Also, you must obtain approval from the San Joaquin <br /> Valley.Air Pollution ControlBoard prior to any.change in the vapor extraction system. <br /> Groundwater sample results indicate that groundwater contamination levels have reduced significantly <br /> since'January 1996. The already reduced groundwater sampling program should be continued and the <br /> effects of air sparging on sample results evaluated. <br /> The soil sample results obtained from the July 31 -August 2, 1996 soil borings continue to evidence <br /> significant levels of petroleum hydrocarbons. No quality control analysis and evaluation was included <br /> with the laboratory report. 'PHSIEHD has requested this documentation be included inl:reports on <br /> numerous occasions. Also, the practical quanitation limits were frequently elevated up to 100 times <br /> higher than required due to matrix interferences. Please submit QAIQC data sheets for the soil and <br /> groundwater sample results summarized in the above mentioned reports. <br /> it <br /> PHSIEHD has requested several times that a waste disposal summary be submitted. The November <br /> 1996 'report included a manifest for the disposal of 450 gallons of purge water.
