Jobs/Housing Report <br /> The basis for this review, the first Jobs/Housing Review for Mountain House, is the Mountain <br /> House Jobs Housing Review Final Report(the "Report"), which is included as an addendum to this <br /> staff report as Attachment "A". The report does the following: <br /> A. Provides an analysis indicating whether jobs-to-housing ratios as specified in the Master <br /> Plan have been achieved; <br /> B. Supports the recommendations of the Planning Commission, based on analysis provided <br /> by staff, to the Board of Supervisors ("Board") concerning this first Jobs/Housing Review; <br /> and <br /> C. Enables the Board of Supervisors to take one or more of several Master Plan required <br /> actions if the Board determines that jobs/housing targets are not being met. <br /> Also, as discussed in the Master Plan it specifies that, if after a public hearing for the Jobs/Housing <br /> Review, the Board determines that jobs/housing targets are not being met, it could take one or <br /> more of the following actions: <br /> 1. Find that no action is necessary; <br /> 2. Direct County staff to revise jobs/housing targets; <br /> 3. Recommend that certain actions be taken to increase job creation; and <br /> 4. Approve future Specific Plans only if the Board is satisfied that the community will reach <br /> minimum jobs/housing ratios. (Master Plan Section 3.9.2, Implementation (d)] <br /> Analysis <br /> Findings of the Report <br /> The primary finding of the Report is that the jobs-to-housing balance is not as high as projected <br /> at this stage of development in Mountain House, as indicated by the Minimum Ratios and the <br /> Best Case Ratios. Regarding these ratios, the Master Plan projects a Best Case [jobs-to-housing] <br /> Ratio of 0.79 and a Minimum [jobs-to-housing] Ratio of 0.70, with development of 4,000 housing <br /> units. The Report, however, estimates the Best Case Ratio at 0.17 with 5,932 units completed <br /> as of the end of 2018, and a Minimum Ratio of .09. <br /> Concerning jobs that exist within Mountain House, the Report estimates there are 605 jobs, <br /> including full-time jobs and part-time jobs, as of the end of 2018. Of these jobs, only 13% are filled <br /> by people who also live in Mountain House. Almost all of the jobs in Mountain House are currently <br /> generated by institutional uses such as Lammersville Unified School District (LUSD) schools, <br /> Delta College, and public services. (Note: LUSD generated 393 of the 605 jobs in Mountain <br /> House.) Wages for jobs in Mountain House are similar to wages in other parts of the region, <br /> including the Stockton metropolitan area and the Oakland-Fremont-Hayward metropolitan area. <br /> While residential development is at about 38% of buildout (resulting in a total population of <br /> Mountain House estimated at 20,573),commercial development represents less than 5% of <br /> potential buildout of commercial space. <br /> Planning Commission Staff Report, Item #5 12/19/2019 —Jobs/Housing Review 8 <br />
