Agency Department of Toxic Substances Control <br /> State f Californiaa California Cr1VlrOnrT)B111e1 Piutcui ui� �v ♦.r <br /> sampling in the vicinity of the former MGP supply wells indicates that that these wells did not act as conduits <br /> for migration of contaminants to groundwater. <br /> Date of Aaencv Determination:The proponent(Pacific Gas and Electric Co.)entered into a Voluntary <br /> Cleanup Agreement with DTSC on October 25, 2007. <br /> Chemicals of Concern(COC): polycyclic aromatic hydrocarbons, total petroleum hydrocarbons, metals <br /> (lead). <br /> Areas of Concern: There are three areas of concern. These are the former 0.73 acre MGP site,the Lodi <br /> Iron Works property, and south Sacramento Street(to centerline of street along the length of the former MGP <br /> site. <br /> Death of Contamination: Up to 14 feet below ground surface <br /> An analysis of project activities upon existing environmental conditions indicates that implementation of <br /> environmental safeguards and monitoring procedures are enforceable and made a condition of project <br /> approval and will ensure that impacts to the environment will be less than significant. As a result, DTSC finds <br /> that the project Is exempt from further environmental review under CEQA. <br /> This project involves air emissions,which DTSC has determined are below the San Joaquin Unified Air Pollution <br /> Control District threshold levels. An analysis of project activities upon existing environmental conditions <br /> indicates that implementation of environmental safeguards and monitoring procedures are enforceable and <br /> made a condition of project approval and will ensure that impacts to the environment will be less than <br /> significant. As a result, DTSC finds that the project is exempt from further environmental review under CEQA. <br /> Attachment B shows the estimated emissions produced during the project duration. The project is under the <br /> jurisdiction of the San Joaquin Unified Air Pollution Control District,which utilizes the URBEMIS 2007 emissions <br /> model, similar to the South Coast Air Quality Management District model used to calculate greenhouse gas <br /> emissions on the next page. Due to the use to Tier 3 and Tier 4 equipment,the project is expected to have a <br /> less than cumulatively significant impact on air quality. This project will have a 30%reduction in greenhouse <br /> gas emissions as compared to an identical project and equipment using the URBEMIS 2007 model comparing <br /> 2008 to 2012 equipment and emissions standards.
