The project Is covered by the general exemption rule(as provided In the California Code of <br /> Regulations,title 14,section 15081 (b)(3)that the California Environmental Quality Act(CEQA)applies <br /> only to projects which have a potential for causing a significant effect on the environment. <br /> 3. The project Is small In nature. <br /> The project Is confined to an area of less than one acre, and contamination at the site is fairly shallow. The <br /> project will restore the contaminated site to unrestricted use. Specific environmental safeguards and <br /> monitoring procedures that are enforceable and made a condition of project approval to ensure that impacts to <br /> the environment will be less than significant are to be included in an approved Excavation Plan, Engineering <br /> Evaluation/Cost Analysis, Health and Safety Plan, Quality Assurance Project Plan, Transportation Pian, and <br /> Air Monitoring and Dust Control Plan. In addition, in the event resources of biological, cultural, or historical <br /> significance are found in the course of project activities, work will be suspended while a qualified biological, <br /> cultural, or historical resources specialist makes an assessment of the area and arrangements are made to <br /> protect or preserve any resources that are located. If human remains are discovered at the Site, no further <br /> disturbance will occur in the location where the remains are found, and the County Coroner will be notified <br /> pursuant to Health and Safety Code section 7050.5.
