The project Is covered by the general exemption rule(as provided In the California Code of
Regulations,title 14,section 15081 (b)(3)that the California Environmental Quality Act(CEQA)applies
only to projects which have a potential for causing a significant effect on the environment.
3. The project Is small In nature.
The project Is confined to an area of less than one acre, and contamination at the site is fairly shallow. The
project will restore the contaminated site to unrestricted use. Specific environmental safeguards and
monitoring procedures that are enforceable and made a condition of project approval to ensure that impacts to
the environment will be less than significant are to be included in an approved Excavation Plan, Engineering
Evaluation/Cost Analysis, Health and Safety Plan, Quality Assurance Project Plan, Transportation Pian, and
Air Monitoring and Dust Control Plan. In addition, in the event resources of biological, cultural, or historical
significance are found in the course of project activities, work will be suspended while a qualified biological,
cultural, or historical resources specialist makes an assessment of the area and arrangements are made to
protect or preserve any resources that are located. If human remains are discovered at the Site, no further
disturbance will occur in the location where the remains are found, and the County Coroner will be notified
pursuant to Health and Safety Code section 7050.5. The Coroner will determine disposition within 48-hours
(Public Resources Code,section 5097.98).
An analysis of project activities upon existing environmental conditions indicates that implementation of
environmental safeguards and monitoring procedures are enforceable and made a condition of project
approval and will ensure that impacts to the environment will be less than significant.
Evidence to support the above reasons is documented in the project file record, available for inspection at:
Department of Toxic Substances Control
Cleanup Program-San Joaquin& Legacy Landfills Office
1516 Tollhouse Rd.
Clovis, CA 93811
Signature Date
ZL 7-017
Jeff Gymer Hazardous Substances Engineer Phone#
559-297-3907
TO BE COMPLETED BY OPR/SCH ONLY
Date NOE Filed: - -'3',.i, Y-
i JUN 2 2 20f2
J
I STATE CLEARING HpUgt:
018C 1332 VCP NoE
June 21,2012
Otiios of Planning&Environmental Analysis
