Pre-Design Investigation Workplan <br /> Former Manufactured Gas Plant—Lodi, California <br /> 4.0 FIELD PROCEDURES <br /> Field procedures presented in this section will be followed during the implementation of the <br /> investigation described in Section 3.0. This section includes methods for conducting utility <br /> clearance, drilling and associated soil sampling, and soil gas probe installation and associated soil gas <br /> sampling. <br /> 4.1 PERSONNEL AND PROCEDURES <br /> All environmental work described in this Workplan will be performed by qualified and experienced <br /> field staff working under the supervision of a California Professional Geologist or Civil Engineer. <br /> Supervised field activities will include the following: collecting soil and soil gas samples, coordinating <br /> delivery of the samples to certified analytical laboratories, and overseeing all phases of work <br /> including managing subcontractors, developing soil boring logs and other sampling forms, analyzing <br /> data, and preparing the memorandum. All field procedures will follow applicable City of Lodi, San <br /> Joaquin County, and State of California guidelines at the time the work is performed. <br /> 4.2 PERMITTING AND ACCESS <br /> San Joaquin County requires that a drill permit be obtained for the completion of soil borings and <br /> soil gas wells and the City of Lodi will require an encroachment permit for work in the street. An <br /> access agreement will be executed between Lodi Iron Works and PG&E prior to conducting the <br /> proposed sampling on the Lodi Iron Works property. Additionally, as required by the DTSC, <br /> notification will be made five business days in advance of planned drilling and sampling activities. <br /> 4.3 HEALTH AND SAFETY PLAN <br /> A Health and Safety Plan (HASP) will be prepared in conformance with the U.S. Occupational <br /> Safety and Health Administration (OSHA) and California Division of Occupational Safety and <br /> Health (Cal/OSHA) guidelines set forth in "Hazardous Waste Operations and Emergency <br /> Response" (29 CFR 1910.120 and Title 8, California Code of Regulations, Section 5192). The <br /> HASP will provide information regarding anticipated Site health and safety matters, and will <br /> establish policies and procedures adequate to protect Site workers from predicted Site hazards. The <br /> HASP will include specific information with regard to chemicals of potential concern at the Site and <br /> the hazards associated with the fieldwork. The information will include action levels, planned <br /> responses to potential injuries,directions to the nearest hospital, a list of emergency phone numbers, <br /> and material safety data sheets. <br /> The HASP will be reviewed and signed by all personnel and subcontractors performing work on the <br /> Site. A copy will be present on-site at all times and kept in an easily accessed location. <br /> 4.4 UTILITY CLEARANCE <br /> Utility clearance will be obtained prior to commencing intrusive investigation activities.
