Pre-Design Investigation Workplan
Former Manufactured Gas Plant—Lodi, California
consist of sampling ambient air through an unused, assembled probe tip and 1 to 2-foot '/4-inch
Teflon tubing section, the associated fittings and valves, and into an appropriately decontaminated
SummaTM canister to verify and document the soil gas probe equipment is not contributing to soil
gas sample detections. An equipment blank will be collected at a rate of one per batch of new
tubing used per ASGI guidance. The field blank will consist of collecting an onsite ambient air
sample directly into a decontaminated SummaT'1+ canister to detect any possible interference from
ambient air (i.e. ambient air background concentrations). The selected analytical laboratory will also
analyze method blank samples as required by the analytical method to evaluate the analytical train in
the laboratory. All field QC sample details will be recorded on a soil gas sampling form that
identifies the probe at which the field QC samples were collected. Equipment and field blank
samples will be collected simultaneously at locations where no recognizable sources of contaminants
are being released to ambient air, including running vehicles or other operating engines. For the
proposed sampling plan,a minimum of one equipment blank and one field blank will be collected.
All soil gas samples will be appropriately labeled using securely attached labels and waterproof
marker at the time of sample collection. Soil gas sample labels will include the sample ID, soil gas
probe name and depth, and the date and time of sample collection. Chain-of-custody forms will be
completed on-site following sample collection. The samples will be placed in a cool, dry container
for transportation to the laboratory.
4.9 DECONTAMINATION AND WASTE MANAGEMENT PROCEDURES
The drilling and sampling equipment will be decontaminated between each sample collection point
and following completion of each soil boring to avoid cross-contamination between sample
locations. Before, during, and following drilling operations, direct push and hollow-stem auger
drilling equipment will be thoroughly cleaned using a high pressure hot water (steam) washer.
Sampling equipment and any tools, measuring devices, or other equipment which comes in contact
with soil will be washed in a low-phosphate soap and water solution, and rinsed in distilled water
before each use.
Soil cuttings and rinsate generated during the drilling and sampling activities will be contained in
Department of Transportation (DOT)-rated 55-gallon steel drums, or sealed roll-off bins. The
containers will be temporarily stored on-site until characterization results are received, waste
profiling is complete, and arrangements for off-site disposal can be made. All transportation and
disposal activities will be conducted using appropriate manifests and documentation.
TERRA PACIFIC GROUP Page 18 April 4, 2012
