Regional Board staff comments on the <br /> document are provided below. <br /> Background <br /> Busy Bee has completed its Phase 1 site characterization work and installed several groundwater <br /> monitoring wells as outlined in Busy Bee's Phase 2 Site Characterization Work Plan. Busy Bee has <br /> submitted an RDFS Work Plan that is currently undergoing revision in accordance with Regional Board <br /> comments on that work plan. In order to expedite investigation activities at the site, Busy Bee proposes <br /> to perform additional groundwater characterization activities pursuant to a separate work plan, the Phase <br /> 3 work plan. <br /> The Phase 3 work plan proposes the installation of eleven shallow groundwater-monitoring wells,three <br /> deep groundwater-monitoring wells and one aquifer test well. Soil samples are to be collected from the <br /> borings at 5-foot intervals with at least three samples from each boring(selected based on field screening <br /> measurements)proposed for laboratory analysis. One to two soil gas samples are to be collected from <br /> the 30 to 50 foot below ground surface depth in the perimeter shallow groundwater monitoring well <br /> borings. Four soil gas samples will be collected from each of the shallow groundwater monitoring well <br /> borings interior to the groundwater plume. <br /> Comments on the Work Plan <br /> In order to expedite the implementation of the proposed work, Regional Board staff discussed our <br /> preliminary comments, and those provided by Magellan Environmental on behalf of the City(letter <br /> dated October 9, 2003),with E2C Remediation by phone on October 10 and October 15, 2003. Based on <br /> that conversation, the Regional Board concurs with the Phase 3 Work Plan subject to the following <br /> agreed-to changes: <br /> California Environmental Protection Agency <br /> Qa Recycled Paper <br />
