Conducting Phase 1 Site Assessment <br /> FACT SHEET#1 OCTOBER 11, 2002 <br /> INTRODUCTION <br /> This fact sheet contains relevant information for the M&P Investments, Inc. ("M&P Investments") site, <br /> located at 40 North Main Street ("the Property") in the City of Lodi ("the City"), County of San <br /> Joaquin, California. The property was leased to third parties who operated it as the "Busy Bee <br /> Cleaners" from 1984 through 1996. Dry cleaning chemicals were potentially released to the <br /> environment during that time. This fact sheet describes the characterization work to be performed by <br /> M&P Investments in the vicinity of its property. Words or phrases in bold type are defined in the <br /> glossary on Page 2. <br /> This fact sheet provides information on: <br /> • Background <br /> • M&P Investments' site investigation <br /> • Community involvement <br /> BACKGROUND <br /> In 1989 and 1990 the City discovered the presence of Volatile Organic Compounds (VOCs) in four <br /> municipal water supply wells. Investigations conducted since 1989 by the Regional Water Quality <br /> Control Board (RWQCB), the Department of Toxic Substances Control (DTSC) and others have <br /> identified over 50 potential sources of the VOCs, involving industrial and commercial users of VOCs. <br /> In the vicinity of the Property, Tokay Printing, 5 West Elm Street; Brackettes Garage, 21 North <br /> Stockton Street; Alamo Ford Car Washing & Polishing, 1221/2 Pine Street; the former location of Tokay <br /> Printing, 10A West Oak Street, and Busy Bee Cleaners have been identified as potential VOC sources. <br /> M&P Investments, at its own initiative, has obtained approval to conduct a Phase 1 Site Assessment of <br /> the soil and groundwater contamination in the vicinity of the Property. <br /> M&P INVESTMENTS' SITE INVESTIGATION <br /> On September 18, 2002, E2C Remediation, LLC (E2C) issued a work plan to the RWQCB entitled <br /> "Phase 1 Revised Site Characterization Workplan, Former Busy Bee Cleaners, 40 North Main Street, <br /> Lodi, California." The purpose of the work was to further assess the nature and extent of the VOCs, <br /> primarily perch loroethylene (PCE), in soil and the shallow groundwater. The fieldwork to be <br /> conducted under the work plan is scheduled to begin in mid-October 2002 and will be completed in <br /> approximately one week. <br /> The results of the work completed by previous consultants are summarized in E2C's September 18, <br /> 2002 work plan. The work plan discusses past investigations and summarizes the investigators' <br /> findings and conclusions. The results of the work completed was used to formulate a work plan that's <br /> purpose includes an assessment of secondary sources of the VOCs that are or may be present within the <br /> 1 <br />
