Mr. Fran Forkas <br /> August 19, 2002 <br /> Page 2 <br /> GENERAL AREAS: <br /> 1) Sampling Locations: Please add follow-up air samples from the City Hall Annex to <br /> the Workplan. Also identify the location of samples from the City Hall proper as <br /> appropriate. Identify the sample locations on Figure 2 and identify the sample <br /> matrices and analytical methods in the Workplan. <br /> 2) Health and Safety Plan: The City should revise the ISI Health and Safety Plan <br /> (Appendix E of the ISI workplan) to respond to the comments provided in the <br /> attached memorandum to me from Mellan Songco, DTSC Industrial Hygienist. <br /> 3) Sample matrices: Where feasible, the City should collect soil gas samples from <br /> adjacent to or beneath the buildings where indoor air samples are taken so that <br /> predicted concentrations of VOCs in ambient air can be validated. The City should <br /> identify the proposed locations of soil gas samples on Figure 2 of the revised <br /> Workplan. <br /> 4) Monitoring Approach: The City should revise the Workplan to specify the type, <br /> frequency and location of indoor and ambient air monitoring measures to be <br /> implemented. This should include specifically addressing monitoring of the City Hall <br /> Annex building where the City has implemented vapor exposure controls. Also <br /> provide a description of the City's general approach to monitoring the effectiveness <br /> of any future indoor vapor exposure controls implemented pursuant to the <br /> investigation. <br /> 5) Data Evaluation and Reporting: DTSC asks that the City provide DTSC the <br /> analytical results obtained from the investigation on request, and consult with DTSC <br /> on preliminary data evaluation. In addition, we ask that the City incorporate their <br /> final data evaluation and analytical results from this field event for the indoor and <br /> ambient air investigation in the 3rd Quarter 2002 Quarterly Monitoring Report (QMR). <br /> The QMRs are established as the formal means of reporting for the ISI pursuant to <br /> Exhibit A of the Agreement. As additional access agreements are secured and <br /> subsequent air investigation field mobilizations occur, the City should continue to <br /> use the QMR as formal reporting mechanism for the ISI. This convention should be <br /> identified in the revised Workplan. <br /> 6) Schedule: Please provide in the revised Workplan a project schedule by task with <br /> target dates for completion. <br />
