Conducting Pilot Treatment System Testing <br /> FACT SHEET#2 DECEMBER 10, 2004 <br /> INTRODUCTION <br /> This fact sheet contains information for the M&P Investments, Inc. ("M&P Investments") site, <br /> located at 40 North Main Street ("the Property") in the City of Lodi ("the City"), County of San <br /> Joaquin, California. The property was operated as the "Busy Bee Cleaners" from 1984 through <br /> 1996. Dry cleaning chemicals were potentially released to the environment during that time. This <br /> fact sheet describes activities that will take place over the next several months for the project <br /> including the installation of pilot test and observation wells, temporary trenching, plumbing and <br /> system pilot testing work to be performed by M&P Investments in the vicinity of the property. This <br /> pilot test is a necessary step before a final remedial system can be implemented. Field investigation <br /> work related to the central plume in the downtown Lodi area is ongoing and is not a part of the Busy <br /> Bee project. Words or phrases in bold type are defined in the glossary on Page 2. <br /> This fact sheet provides information on: <br /> • Background <br /> • M&P Investments' pilot test treatment system construction and testing <br /> • Community involvement <br /> BACKGROUND <br /> In 1989 and 1990 the City discovered the presence of Volatile Organic Compounds (VOCs) in four <br /> municipal water supply wells. Investigations conducted since 1989 by the Regional Water Quality <br /> Control Board (RWQCB), the Department of Toxic Substances Control (DTSC) and others have <br /> identified over 50 potential sources of the VOCs, involving industrial and commercial users of <br /> VOCs. In the vicinity of the Property, Tokay Printing at 5 West Elm Street, Brackettes Garage at 21 <br /> North Stockton Street, former Alamo Ford Car Washing & Polishing at 122'.2 East Pine Street, the <br /> former location of Tokay Printing at 10A West Oak Street, and Busy Bee Cleaners have been <br /> identified as potential VOC sources. <br /> M&P Investments completed a Phase 1 Site Assessment of the soil and groundwater contamination <br /> in the vicinity of the Property in October 2002. Fieldwork for Phase 2 and Phase 3 Groundwater <br /> Studies was completed in April 2003 and December 2003, respectively. E2C Remediation (E2C) <br /> presented the results of the Phase 2 investigation in May 2003 and the Phase 3 investigation in the <br /> Draft Remedial Investigation Report/Feasibility Study (RI/FS) Work Plan on April 1, 2004. The <br /> Pilot Test Work Plan portion of the draft RI/FS was revised on September 8, 2004 based on review <br /> comments made by the RWQCB. Quarterly groundwater monitoring and reporting in 2004 have <br /> been performed for the First through Third Quarters of 2004 and reported to the RWQCB. <br /> 1 <br />
