y <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 92-007 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> EL RANCHO ROCK AND SAND, INC. , <br /> INSPIRATION RESOURCES CORP. , <br /> ALBERT PURVIANCE SR. , CYNTHIA ANN PURVIANCE, <br /> ALBERT PURVIANCE, JR. , SHARYL CHRISTINE PURVIANCE, AND <br /> VICTORIA IZETTA PURVIANCE <br /> SAND AND GRAVEL QUARRY AND PROCESSING PLANT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. El Rancho Rock and Sand Inc. and Inspiration Resources, Inc. submitted a <br /> Report of Waste Discharge dated 22 April 1991 for an existing sand and <br /> gravel quarry and processing plant. The quarry area is proposed to be <br /> expanded to include the entire 480 acre lease holding. The site is on <br /> Assessor' s Parcel Nos. 093-450-01 , 093-450-05, 093-450-06, and 093-450-07 <br /> and is owned by Albert Purviance Sr. , Cynthia Ann Purviance, Albert <br /> Purviance, Jr. , Sharyl Christine Purviance, and Victoria Izetta Purviance. <br /> The site is operated by El Rancho Rock and Sand, Inc, and is leased by <br /> Inspiration Resources Inc. El Rancho Rock and Sand, Inc. , Inspiration <br /> Resources Corp. , Albert Purviance Sr. , Cynthia Ann Purviance, Albert <br /> Purviance, Jr. , Sharyl Christine Purviance, and Victoria Izetta Purviance <br /> are hereafter jointly referred to as Discharger. <br /> 2. The Discharger proposes to discharge up to 2.6 million gallons per day of <br /> wastewater from rock and sand washing operations to a sedimentation/recycle <br /> pond system. <br /> 3. The quarry and plant are in Section 1 , T2N, R9E, MDB&M with surface water <br /> drainage to a tributary of the Calaveras River, as shown on Attachment A, <br /> incorporated herein and made part of this Order. <br /> 4. The beneficial uses of the Calaveras River are municipal , industrial , and <br /> agricultural supply; stock watering; navigation; recreation; esthetic <br /> enjoyment; and preservation and enhancement of fish, wildlife, and other <br /> aquatic resources. <br /> 5. The beneficial uses of the ground water are municipal , industrial , and <br /> agricultural supply. <br /> 6. The Discharger will be excavating up to 500,000 cubic yards per year of <br /> near-surface rock and sand deposits from approximately 240 acres of the 480 <br /> acre site. The surface soils and sediments will be excavated and hauled to <br /> the processing plant. Excavation will remain above an elevation of 240 feet <br /> m.s. l . datum, which is above the ground water table. <br />
