WASTE DISCHARGE REQUIREMENTS <br /> EL RANCHO ROCK AND SAND, INC. , ET AL. <br /> SAN JOAQUIN COUNTY -2- <br /> 7. Excavated rock and sand will be processed at the plant by washing, crushing, <br /> rolling, conveying and screening. It is anticipated that up to 5% of the <br /> raw feed will be wasted as fines. Fines from the processing operations will <br /> be contained on-site by using a series of sedimentation/recycle ponds. The <br /> ponds will be designed and operated to provide containment from overflow for <br /> all washwaters and stormwater generated during a 24-hour storm event with a <br /> return frequency of 100-years. Fines will be periodically removed from the <br /> recycle ponds. Ultimate deposition of the fines will be next to the <br /> excavation area. <br /> 8. The Board adopted the Water Quality Control Plan, 2nd Edition, for the San <br /> Joaquin Delta Basin (5B) which contains water quality objectives. These <br /> requirements are consistent with that Plan. <br /> 9. San Joaquin County has adopted a Negative Declaration in accordance with the <br /> California Environmental Quality Act, (Public Resources Code Section 21000, <br /> et seq. ) , and the State Guidelines. The project as approved will not have a <br /> significant effect on water quality. <br /> 10. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge. <br /> 11. The Board, in a public meeting, heard and considered all comments pertaining <br /> to the discharge. <br /> IT IS HEREBY ORDERED that El Rancho Rock and Sand, Inc. , Inspiration Resources <br /> Corp. , Albert Purviance Sr. , Cynthia Ann Purviance, Albert Purviance, Jr. , Sharyl <br /> Christine Purviance, and Victoria Izetta Purviance, in order to meet the <br /> provisions contained in Division 7 of the California Water Code and regulations <br /> adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. Direct discharge of wastes to surface waters or surface water drainage <br /> courses is prohibited. <br /> 2. By-pass or overflow of untreated or partially treated waste is pro- <br /> hibited. <br /> 3. Discharge of wastes classified as 'hazardous' or 'designated' , as <br /> defined in Sections 2521(a) and 2522(b) of Chapter 15, Title 23, <br /> California Code of Regulations, is prohibited. <br /> B. Discharge Specifications: <br /> 1. The 30-day average daily dry weather discharge flow to the <br /> sedimentation/recycle ponds shall not exceed 2.6 million gallons. <br />
