Project and the Proposed Mitigations. The discussion addresses the
existing development within the area that would be affected by this
project, potential environmental consequences resulting from
project continuation, and the proposed mitigation measures which
could be implemented to minimize anticipated environmental impacts.
Section 6 presents Project Alternatives.
Section 7 discusses the Relationship Between Short-Term Use of the
Environment versus Long-Term Productivity. The cumulative and long-
term effects of the proposed project which adversely affect the
state of the environment are analyzed. Special attention is given
to those impacts which narrow the range of beneficial uses of the
environment and/or pose long-term risks to health or safety.
Section 8 discusses the Significant Irreversible Adverse
Environmental Changes which may occur as a result of this project.
None have been identified as a result of this project.
Section 9 discusses the Cumulative Impacts and Growth Inducing
Impacts as they relate to the continuation of operations at the E1
Rancho Rock and Sand, Inc. Quarry.
Section 10 is the Reclamation Plan.
1.4 SUMMARY OF IMPACTS AND PROPOSED MITIGATION MEASURES
This section is a summary of the potentially significant
environmental impacts resulting from the development and
continuation of quarrying activities at the El Rancho Rock and
Sand, Inc. Quarry. As described above, please refer to Section 5
for a more detailed discussion of the significant environmental
effects of the project.
1.4 . 1 Land Use
The proposed project expansion will not change the existing land
use at the project site. No County Land Use Plans or Policies will
be affected by the project. No significant impacts or adverse
environmental changes will result.
1.4. 2 Air Quality
" Potentially significant adverse environmental impacts include:
The production of fugitive dust emissions from processing
operations and haul truck traffic.
These impacts will be minimized to a level of insignificance or
2
CONDOR
