The design of the subdivision or the type of improvements will not conflict with easements <br /> acquired by the public at large for access through or use of property within the proposed <br /> subdivision. <br /> • This finding can be made because the extension of Banner Street will be dedicated <br /> and improved to County standards. <br /> 3. Any land or improvement to be dedicated to the County or other public agency is consistent with <br /> the General Plan, any applicable Specific Plan and Special Purpose Plan, and any other <br /> applicable plan adopted by the County. <br /> • This finding can be made because the extension of Banner Street will be dedicated <br /> and improved to County standards. <br /> 9. The design of the subdivision provides, to the extent feasible, for future passive or natural heating <br /> or cooling opportunities in the subdivision, as required by Government Code Section 66473.1. <br /> • This finding can be made because the parcel is shaped so that individual buildings <br /> can be situated to take advantage of solar orientation. <br /> Findings for SA-98-63 <br /> 1. The proposed use is consistent with the goals. policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This finding can be made because the proposed car wash is consistent with the <br /> C/FS designation of the General Plan and is permitted in the C-FS zone. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are property related to <br /> existing and proposed roadways. <br /> • This finding can be made because Banner Road will be dedicated and improved to <br /> County standards, and full public services will be provided by CSA 51. <br /> 3.. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because a mutual easement for access and parking on <br /> the adjacent AM/PM lot will be provided. <br /> 4.
