Hazelton Avenue <br /> Stockton, California 95205 Community-DeVelopr> nt Dept. <br /> Dear Mr. Martin: <br /> Thank you for the opportunity to meet with San Joaquin County staff to discuss the proposed 19 <br /> commercial lots located on the southwest corner of the intersection of State Route (SR) 12 and <br /> Flag City Boulevard, west of Lodi. As has been requested by the County, the following is <br /> additional analysis of the development shared responsibility for traffic improvements and <br /> estimated cost of those improvements as mitigation for this project. <br /> Based on the traffic data used in the 1996 Star Street Extension Traffic Analysis written by <br /> Dowling Associates, Caltrans filrther reviewed existing, existing plus pending/approved projects <br /> under 2010 conditions. Assumptions were made and a cost allocation analysis was developed <br /> identifying future widening improvernents to SR 12 and signalization at the Flag City Boulevard <br /> intersection. The cost allocations were determined by improvements needed on SR 12 based on a <br /> 20-year forecast and buildout conditions of the general area. Since there is no way to determine <br /> what level of project buildout will occur in any given scenario without an updated traffic study, <br /> the following allocation for the cost of improvements at SR 12 and Flag City Boulevard is being <br /> used to allow some flexibility to include potential new development in fair share mitigation and to <br /> provide some factor of equity to existing; near term development such as the Halloum project. <br /> Cost for these improvements is $1,500,000 of which 5750,000 will come from near term <br /> development and the remaining $750,000 will come from other funding sources. <br /> • For improvements to SR 12 and Flag City Boulevard intersection without the Soccer Field <br /> Project, the level of service would drop to D between 70 and 80 percent of buildout. <br /> Therefore, Mr. Halloum would be responsible for 32% of $750,000 with a "fair share" <br /> contribution of S240,000 plus an additional $171,000 for improvements to 1-5/SR 12 ramp <br /> and intersections.
