In this scenario, Mr. Halloum would be responsible for 28% of the traffic with a <br /> "fair share" contribution of$210,000 for future widening improvements to SR 12 and the Flag <br /> City Boulevard intersection. Because the Dowling analysis did not include a cost for the I- <br /> 5/SR 12 ramp and intersection improvements, we can assume that with the Soccer Field <br /> Project Mr. Halloum's contribution would be less the amount determined in the Star Street <br /> Extension Traffic Analysis. <br /> Please note this work to identify project impact, cost, share analysis has been done using <br /> existing information and analysis by this office in lieu of a traffic study as was requested by the <br /> County in order to accelerate the approval process for this project. <br /> • Caltrans recommends that San Joaquin County Public Works secure a Deferred Financial <br /> Agreement with the applicant to collect the above fees at such tirne when the above <br /> improvements are warranted. <br /> • Caltrans recommends that the above identified improvements and the projects "fair share" <br /> costs be made a condition of approval of this project. <br /> We hope that this information is usable by the County in establishing project impacts, mitigation, <br /> and conditions of approval.
