In this scenario, Mr. Halloum would be responsible for 28% of the traffic with a "fair share" contribution of$210,000 for future widening improvements to SR 12 and the Flag City Boulevard intersection. Because the Dowling analysis did not include a cost for the I- 5/SR 12 ramp and intersection improvements, we can assume that with the Soccer Field Project Mr. Halloum's contribution would be less the amount determined in the Star Street Extension Traffic Analysis. Please note this work to identify project impact, cost, share analysis has been done using existing information and analysis by this office in lieu of a traffic study as was requested by the County in order to accelerate the approval process for this project. • Caltrans recommends that San Joaquin County Public Works secure a Deferred Financial Agreement with the applicant to collect the above fees at such tirne when the above improvements are warranted. • Caltrans recommends that the above identified improvements and the projects "fair share" costs be made a condition of approval of this project.
